Counterinsurgency: Strategy and the Phoenix of American Capability

The author argues that insurgency is mutating in response to changes in the global security environment, thus making much of U.S. strategy and doctrine obsolete. Even though counterinsurgency is not currently a high priority in U.S. national security policy, the military must keep abreast of such changes and preserve some expertise so that American capability could be reconstituted should policymakers again opt for active counterinsurgency support.
