programs and activities. This This report concerns (1) problems faced by the National Bureau of Standards because of the Office of Management and Budget's implementation of the "lead agency" concept, (2) user satisfaction with the Bureau's research efforts, (3) an evaluation of the effects of the Bureau's major reprograming of its research efforts, and (4) information on which of the acts assigning responsibilities to the Bureau overlap, duplicate, or are in conflict with other acts and should be amended or revised.
