The material found on the following pages was collated at the request of the Education Subcommittee of the Senate Committee on Labor and Public Welfare in order that the subcommittee might have available in convenient form information useful to it in discharging both its legislative function and its legislative oversight function.

It is my hope that the Notes and Working Papers series, of which the present publication is the fifth to be issued, can also be found useful by the educational community.
