I hereby call this hearing of the Subcommittee on Postsecondary Education to order. It's a great honor for me to chair this hearing on the Reauthorization of the Higher Education Act, which contains all of our Nation's most important student aid and higher education programs. The Reauthorization of the Higher Education Act will be the most important piece of social legislation considered by the 102nd Congress. At this time of recession and uncertainty about our Nation's economic future, it has become more and more clear that we must have a highly skilled work-force if we hope to compete in the 21st century. It is not an exaggeration to say that the very future of our Nation depends upon our ability to enact a strong reauthorization measure that will expand student aid and expand opportunity for America's students. This year, under the able leadership of Education and Labor Committee Chairman Bill Ford of Michigan, the stage is set for meaningful change in higher education programs-change that will not only help our students achieve their dreams, but help our Nation spur economic growth and prosperity. In order to ensure that we enact the best reauthorization measure possible, the subcommittee is holding approximately 45 hearings on this subject-many of them in different parts of the country. Already, some of the most important issues are clear. In the interest of time, I will only touch on the two issues I consider to be of overriding importance. (1) |
