.This handbook on "Techniques for Incorporating Historic
Preservation Objectives into the Highway Planning Process"
stems from a cooperative study sponsored by the Department
of Transportation. The study was conducted, under a
Department research contract, by the National Trust for
Historic Preservation which enlisted the active participation
and assistance of State and local transportation planners,
preservationists, and community leaders.

Those groups and the Department have a common goal:
harmonize our need for mobility with the need to preserve
our historic and cultural resources. That goal can best
be reached by common endeavor. In my dual role as Secretary
of Transportation and as a member of the Advisory Council on
Historic Preservation, I am doubly pleased to see this addi-
tional step on the road to accomplishment.

I hope this manual will prove a useful guide not just for preservationists and highway planners but for all planners whose projects may impinge upon historic sites, architecture, or artifacts.
