ing) to meet health needs of limited geographic scope

or of specialized regional or national significance;

"(B) preventing or treating alcoholism;

"(C) providing or operating centers to make avail

able comprehensive health services (as defined by the Secretary);

"(D) providing or operating health service clinics for domestic agricultural migratory workers or for projects in improving health care or conditions of these workers or their families, or to encourage and cooperate

in programs to improve their health services or conditions, including the support of services to seasonal agricultural workers when it contributes to improving the health conditions of migratory workers; or

"(E) providing services (including related training) in the field of family planning.

17 "(2) With respect to a facility or center, or portion 18 thereof, used or to be used for a purpose enumerated in the 19 preceding paragraph, the Secretary may provide, upon such 20 terms as he deems necessary to protect the financial interest 21 of the United States, that a grant under this subsection shall 22 be available to pay the cost (in addition to any cost for 23 which it may otherwise be made available under that para24 graph) of

"(A) in the case of a facility or center in existence

prior to January 1, 1974, amortizing the principal of, or paying the interest on, a loan for the facility's or center's acquisition, construction, expansion, alteration, or remodeling (including a facility or center acquired from, or constructed in connection with, any program or project transferred to the Secretary from the Office of Economic Opportunity), including architects' fees and the cost of acquiring land; or

"(B) its minor remodeling or minor alteration, including architects' fees."

CONSOLIDATION OF ADVISORY COUNCILS

SEC. 104. (a) Section 316 of the Public Health Service

Act (establishing a National Advisory Council on Compre14 hensive Health Planning Programs) is repealed, and there 15 is enacted a new section 316 to read as follows:

"NATIONAL ADVISORY COUNCIL ON HEALTH SERVICES

"SEC. 316. (a) The Secretary shall appoint, without 18 regard to the provisions of title 5 of the United States Code, 19 governing appointments in the competitive service, and with20 out regard to the provisions of chapter 51 and subchapter 21 III of chapter 53 of that title relating to classification and 22 General Schedule pay rates, a permanent body to be known as the National Advisory Council on Health Services. The 24 Council shall consist of the Secretary or his designee, who

25 shall be the Chairman, and not to exceed twenty members, not

1 otherwise in the regular full-time employ of the United

2 States, who are (1) leaders in health care administration

3

or the provision of health services, or (2) representatives 4 of consumers of health care. At least one third of the ap5 pointed members shall be individuals representing the con6 sumers of health care. Insofar as practicable, the members 7 shall be appointed from different geographic areas of the 8 United States and, in the aggregate, shall be representative 9 of all areas within the United States in which health services are provided, or their provision assisted, under this Act.

"(b) Each appointed member of the Council shall hold

12 office for such term as the Secretary shall prescribe.

"(c) Appointed members of the Council, while attend14 ing meetings or conferences thereof or otherwise serving 15 on the business of the Council, shall be entitled to receive 16 compensation at rates fixed by the Secretary, but at rates not 17 exceeding the daily equivalent of the rate specified at the 18 time of service for GS-18 of the General Schedule (as 19 limited by section 5308 of title 5 of the United States Code), 20 including traveltime, and while so serving away from their 21 homes or regular places of business they may be allowed 22 travel expenses, including per diem in lieu of subsistence, as 23 authorized by section 5703 (b) of title 5 of the United 24 States Code for persons in the Government service employed 25 intermittently.

"(d) The Council shall advise the Secretary as to

2 matters of policy arising with respect to the financing and

3 delivery of health services under this Act."

(b) (1) Section 217 (a) of the Public Health Service

5 Act is amended

(A) in the first sentence thereof, by striking out "the National Advisory Mental Health Council, the 8 National Advisory Council on Alcohol Abuse and

(B) in the second sentence thereof

(i) by striking out "the National Advisory Mental Health Council, the National Advisory Council on Alcohol Abuse and Alcoholism, and", and

(ii) by striking out "psychiatric disorders, alcohol abuse, and alcoholism, and dental diseases and conditions, respectively" and inserting "and dental diseases" in lieu thereof; and

(C) in the fourth sentence thereof

(i) by striking out "(other than the members of the National Advisory Council on Alcohol Abuse

and Alcoholism)";

(ii) by inserting "and" before " (2)"; and

(iii) by striking out "; and (3)" and the re

mainder of clause (3) preceding the period.

1 (2) Section 217 (b) of such Act is amended, in the 2 second sentence thereof, by striking out "mental health, 3 alcohol abuse, and alcoholism,".

4 (3) Section 217 of such Act is further amended by 5 striking out subsections (c) and (d) thereof, and redesignat6 ing subsection (e) as subsection (c).

7 (c) (1) Section 303 (b) of such Act is amended by 8 striking out "may be made only upon recommendation of 9 the National Advisory Mental Health Council. Such grants". (2) Section 303 of such Act is amended by adding a new subsection (c) to read as follows:

"(c) The National Advisory Council on Health Serv

13 ices shall advise the Secretary on matters of policy arising

14 in the administration of this section."

(d) Section 329 (e) (1) (E) of such Act is amended 16 by striking out "National Advisory Council on Comprehen17 sive Health Planning" and inserting "National Advisory 18 Council on Health Services" in lieu thereof.

(e) Section 223 of the Community Mental Health 20 Centers Act is amended by striking out ", after consultation 21 with the National Advisory Mental Health Council (ap

22 pointed pursuant to the Public Health Service Act).

(f) Section 266 of such Act is repealed.
