REQUEST FOR ADDITIONAL EMPLOYEES Mr. YATES. I note that you are requesting additional employees for the building management fund. Can you tell us why you need so many? I note you are requesting approximately 1.100. What is the purpose? Mr. TURPIN. The increase requested in average employment under the buildings management fund is 678, and is related to the increase in funds under the "Operating expenses, PBS" appropriation for additional Federal buildings that are being constructed and which are ta be completed prior to or in fiscal year 1962. The buildings, of course. must be staffed with operating personnel. Mr. YATES. And, that is set forth on the next table which appears on page I-15? Mr. TURPIN. No, sir; Mr. Chairman. Page I-14 is a summary of the employment for GSA under all programs and appropriations and the table on page I-15 is a breakdown of that same total employ ment by service and regional office. Mr. YATES. You also have an increase in employment under the "Supply distribution expenses." Mr. TURPIN. Yes, sir. Mr. YATES. Can you tell us why you need that increase? Mr. TURPIN. Mr. Chairman, we could speak to that in general terms now. Mr. YATES. That is what I want. Mr. TURPIN. These increases in each case by service are repeated preceding the justification for each service. Mr. YATES. That is what I wanted to know. Now, why are you increasing that? Mr. TURPIN. In general, the increase in employment under the Federal supply service and particularly for the item of "Expenses. supply distribution," is to handle the increase in business which GSA is receiving involving the procurement and distribution of common use supplies.
