photos of equipment designed under a Vocational Rehabilitation, Section 4 a(1), grant to United Cerebral Palsy. This project grant allows us to employ the engineer who developed these specialized techniques to improve the quality and quantity of production by

severely handicapped workers.

In this light we would like to suggest that it may be time · to re-define work. We have asked the disabled to adapt to a work concept appropriate to the non-handicapped and perhaps the mildly handicapped.

California State Senator Clair Burgener, Vice Chairman of the President's Committee on Mental Retardation said recently:

"As long as the only work that is truly recognized and
honored as such is competitive employment in the open
labor market, a large percentage of our handicapped
children are doomed before they start getting any
education at all. To my way of thinking there are
innumerable kinds of work.

Work is the way the individual involves himself in the mainstream of society and develops a sense of productivity and independence.

This definition does not stress economic contribution of severely disabled workers. The severely disabled may not in all

cases attain complete financial independence. But he will feel

more whole and sense more fully his humanity.

The severely handicapped person deserves an opportunity to develop a feeling of self-worth and value. Our society is responsible for developing the untapped human resource of its

severely disabled citizens.
