'older blind persons' means individuals whose combination of severe visual impairment and age makes gainful employment less readily attainable in the light of current employment practices.

"(b) No payment may be made from an allotment under this section with respect to any cost with respect to which any payment is made under any other

section of this Act.

"(c) The Secretary shall approve a State plan for rehabilitation services for older blind persons which-

"(1) designates as the State agency the same agency or agencies

designated under section 105(a)(1) of this Act;

"(2) provides for financial participation by the State, which

may include non-Federal funds donated to the State;

"(3) shows the plan, policies, and methods to be followed

in providing services under the State plan for rehabilitation of older blind persons and in its administration and supervision, and, in case rehabilitation services cannot be provided all older blind persons who apply for such

services, shows the order to be followed in selecting those to whom such services will be provided;

"(4) provides such methods of administration, other than

methods relating to the establishment and maintenance of personnel standards,

as are found by the Secretary to be necessary for the proper and efficient administration of the plan;

"(5) contains provisions relating to the establishment and maintenance of personnel standards and the establishment and maintenance of minimum standards governing facilities and personnel utilized in the

provision of rehabilitation services for older blind persons consistent
with the provisions of the State plan for vocational rehabilitation services;
"(6) provides that rehabilitation services for older blind persons

will be provided without regard to whether or not the older blind person is in
financial need, except to the extent provided for under paragraph (3);
"(7) provides that the State agency will make such reports,

in such form and containing such information as the Secretary may from
time to time reasonably require to carry out his functions under this section,
and comply with such provisions as he may from time to time find necessary
to assure the correctness and verification of such reports; and

"(8) provides for cooperation by the State agency with other

public and private agencies concerned with blind or older persons and joint undertakings to further the effectiveness of rehabilitation services for older

blind persons.

"(d) The Secretary shall discontinue payments under this section in the same manner and on the same basis as he is required by section 105(c) to discontinue payments under sections 103 and 104, and judicial review of such action shall be had in the same manner as is provided in section 105(d) for similar action taken by him under section 105(c).

"(e) Payments under this section may be made (after necessary adjustments on account of previously made overpayments or underpayments) in advance or

by way of reimbursement, and in such installments and on such conditions as the Secretary may determine;

"(1) to demonstrate methods of (A) providing the specialized intensive services, as well as other services, needed to rehabilitate older blind persons, and (B) training the professional and allied personnel needed adequately to staff facilities and agencies providing such services and training such personnel who have been or will be working with older blind persons;

"(2) to conduct research in the problems of, and ways of meeting the problems of rehabilitating older blind persons; and

"(3) to aid in the conduct of related activities which will expand or improve the services for or help improve public understanding of the problems of older blind persons;

such sums are authorized to be appropriated as may be necessary to carry out the purposes of this subsection. From such sums, the Secretary is authorized to make grants to and contracts with public and private nonprofit agencies for payment by the United States of all or part of the cost of projects to carry out the purposes of this subsection."
