A BILL

To establish in the Department of Health, Education, and Welfare an Office for the Handicapped to coordinate programs for the handicapped, and for other purposes.

1 Be it enacted by the Senate and House of Representa2 tives of the United States of America in Congress assembled, 3 That there is established within the Department of Health, 4 Education, and Welfare an Office for the Handicapped (here5 inafter in this Act referred to as the "Office"). The Office 6 shall be headed by a Director who shall serve as a Special 7 Assistant to the Secretary of Health, Education, and Wel8 fare and shall report directly to him.

SEC. 2. It shall be the function of the Office to

(1) provide for assistance (including staff assistance) to the Committee on Mental Retardation of the

Secretary, the National Advisory Committee on Edu

cation of the Deaf, and such other advisory committees

dealing with programs for handicapped persons as serve the Secretary;

(2) provide a central clearinghouse for inquiries from the public concerning Federal programs serving handicapped persons;

(3) provide general information regarding Federal programs for the handicapped as well as referring detailed requests to the appropriate agency;

(4) provide stimulus to cooperative planning for comprehensive services for handicapped persons by all programs under the jurisdiction of the Secretary of Health, Education, and Welfare by convening meetings of planning, management, and program operation, personnel for such purposes; and

(5) coordinate program and budget review by the Office of Education for Federal programs with Gallaudet College, the Model Secondary School for the Deaf, the Kendall Demonstration School, the National Institute

for the Deaf, and the American Printing House for the Blind, to assure proper integration of programs re

ferred to in this section with other Federal programs for

education of the handicapped.

SEC. 3. There are authorized to be appropriated for 4 the purposes of this Act $500,000 for the fiscal year ending 5 June 30, 1973; $1,000,000 for the fiscal year ending June 6 30, 1974; and $1,000,000 for the fiscal year ending June 30, 7 1975.

the Vocational Rehabilitation Act, and for other purposes.

Be it enacted by the Senate and House of Representa2 tives of the United States of America in Congress assembled, 3 That this Act may be cited as the "Vocational Rehabilita4 tion Amendments of 1972".

EXTENSION OF APPROPRIATIONS AUTHORIZATIONS

SEC. 2. (a) Section 1 (b) of the Vocational Rehabilita

7 tion Act is amended to read as follows:

(b) (1) For the purpose of making grants to States

9 under section 2, there are authorized to be appropriated 10 $710,000,000 for the fiscal year ending June 30, 1973, and

1 such sums as may be necessary for each of the next two fiscal

years.

"(2) For the purpose of carrying out section 4, there

are to be appropriated $140,000,000 for the fiscal year 5 ending June 30, 1973, and such sums as may be necessary

6 for each of the next two fiscal years.

"(3) For the purpose of carrying out section 12, there

8 are authorized to be appropriated $30,000,000 for the fiscal

"(4) For the purpose of making grants under subsection 12 (a), subsection (b), and subsection (c) of section 13, there are authorized to be appropriated $30,000,000 for the fiscal year ending June 30, 1973, and such sums as may be neces

"(5) For the purpose of carrying out section 15, there

are authorized to be appropriated $100,000,000 for the fis18 cal year ending June 30, 1973, and such sums as may be

20 (b) Section 7 of such Act is amended by striking out

21 subsection (d) thereof.

(c) Section 10 of such Act is repealed.

(d) Section 12 of such Act is amended by striking out

subsection (i) thereof and redesignating subsection (j) as

subsection (i).
