Previously, this jurisdiction had been divided between the Education and Labor Committee and the Committee on Interior and Insular Affairs. During the course of overseeing the administration of these laws during this first year of its new responsibilities, the Committee on Education and Labor became convinced that a compilation of Federal laws affecting the education of Indians and other native Americans was necessary in order to gain a comprehensive view of Federal efforts in this area. To our knowledge, such a compilation has not been published before. Consequently, we asked the Congressional Research Service of the Library of Congress to compile this initial collection of Federal laws and to work with the Bureau of Indian Affairs of the U.S. Department of the Interior in this effort. This volume is the result of this work. The Committee would like to express its appreciation to the Congressional Research Service and to the Department of the Interior for their work. We would especially like to thank Mr. David Osman and Ms. Marcia Scott, Education Analysts of CRS, for all their work. It is the Committee's hope that in the future additional compilations of Federal laws will be published in the area as the various laws are amended and updated, and we expect to turn to the Department of the Interior and to the Department of Health, Education, and Welfare to provide us with these materials. CARL D. PERKINS, Chairman, Committee on Education and Labor. |
