ANNOUNCEMENT. This Manual has been prepared, not only for the use of the members of the Fourteenth General Assembly, but also for general information. It contains a correct copy of the State Constitution, as amended, to date; the rules of the Thirteenth General Assembly; the population of the state, according to the census of 1900, by counties, cities, towns and villages, and a comparison thereof with census of 1890; an abstract of the votes cast for state officers at the general elections held in 1892-1894-1896-1898-1900 and 1902; also a condensed epitome of legislative work and procedure, and the technicalities pertaining thereto, for the information of the Fourteenth General Assembly, together with much other information of value to the members of the incoming General Assembly and the general public.
