BLS Bureau of Labor Statistics of the Department of Labor CAA - Community Action Agency, under Title II of EOA, Administered by OEO, may be a state, political subdivision of a state or a public or private non profit agency. Administers CAPS and is the preferred prime sponsor of CEPS. CAMPS - Cooperative Area Manpower Planning System; - national, regional, state, and local system of cooperating governmental agencies. Designed to encourage coordinated planning and allocation of resources in relation to availability and needs of the area. CAP- Community Action Program, financed and administered through OEO.
