The program of the San Jose Field Employment Assistance Office is concerned with vocational training and job placement for qualified American Indians.

Performance

A total of 282 students
have been served as of
December 31, 1971, the
first half of Fiscal
Year 1972.

Explanations

There were 139 students from Fiscal Year

1971 carried over for service into Fiscal Year 1972. Since July 1, 1971, 143 new students arrived in San Jose and entered training.

The amount of $750,168 was committed for program utilization during the 1972 fiscal year. This is far below the projected plan of $1,600,000 funding for this period.

At this time it is difficult to project next year's funding and training slots. Program financing expected to continue at the same level as Fiscal Year 1972.

There were no unmet needs for slots or funding during Fiscal Year 1972. We do not know the number of students at the reservation level who could not receive services because of inadequate funding.

APPRAISAL OF MAPC ACTIVITIES IN

THE SAN JOSE METROPOLITAN AREA

The first meeting of the newly formed Manpower Area Planning Council was held in August. The reorganization from the former CAMPS committee to the MAPC structure was based on the following assumptions: (1) The council should be limited in size in order to retain effective interchange; (2) it should be broadly representative of the client sector community and interest groups; (3) members of the council should be individuals with manpower expertise, who can influence those whom they represent. Thirty-five individuals have accepted membership on the Council, chaired by Mayor Norman Mineta of San Jose.

Monthly meetings have been held by the Council since its formation. Two standing committees have been established: One for Program Review and another for Program Evaluation. The Program Review Committee held an informational meeting in December and a formal review meeting in January, 1972 for the purpose of reviewing Model Cities proposals for the Second Action Year. The recommendations of the review committee were then enumerated to the MAPC, who will make recommendations to the San Jose City Council.

A system of monitoring on-going manpower programs is being established an information cyetem is heing developed which will provide the Council with the data necessary for evaluation of program performance.

Meetings were held with agency/program representatives in order to determine the most efficient way of gathering information on program performance and needs. Program representatives agreed to supply the MAPC with copies of performance reports which they regularly submit to their funding agencies. The discussions that occurred during these meetings provided insight into both the reporting problems encountered by the Agencies and the data gathering needs of the Secretariat.

The Council has had the opportunity to hear presentations and provide input on manpower programs which included: Public Employment Program, San Jose Residential Job Corps, Management System for Career Program Planning.

IA. SUMMER YOUTH TRANSPORTATION PROGRAM

On July 12, 1971, the City Council passed Resolution 40044, authorizing an agreement with the League of Cities/Conference of Mayors, Inc. for the 1971 Summer Youth Transportation Program. This grant agreement authorized the League to pay the City $7,500 for the program. The grant agreement specifies that the federal funds could only be used for direct transportation costs such as charter services, bus tokens, etc.
