(b) Prior to undertaking any studies under this section,

5 the Secretary shall provide adequate time for any State

6

manpower agent and/or local manpower sponsor to review 7 and comment on the proposed studies wherein the problems

8 peculiar to a particular State manpower agent and/or local

9

manpower sponsor are to be researched.

(c) The Secretary may, through grants to or contracts 11 with State manpower agents and/or local manpower spon

12

sors provided for the purpose of experimental, demonstra13 tion, and pilot projects with public or private nonprofit 14 organizations, or through contracts with other private orga15 nizations, establish programs for the purpose of improving 16 techniques and demonstrating the effectiveness of specialized 17 methods in meeting the manpower, employment and train18 ing, and related labor market problems. The Secretary shall, 19 prior to entering into contracts with other public, private 20 nonprofit, or private organizations, provide all concerned 21 State manpower agents and/or local manpower sponsors

adequate time for review and comment on any project or program proposals. The findings and results of such projects

or programs shall be transmitted to all

1 (d) In carrying out the provisions of subsection (c), 2 the Secretary shall, where appropriate, consult with the Sec3 retaries of Health, Education, and Welfare, Commerce, Ag

4 riculture, Housing and Urban Development, and the Chairman of the Civil Service Commission, and such other 6 agencies as may be appropriate. Where programs under 7 this paragraph require institutional training, appropriate ar8 rangements for such training shall be agreed to by the Sec9 retary of Labor and the Secretary of Health, Education, and 10 Welfare.

LABOR MARKET INFORMATION

12 SEC. 302. (a) The Secretary of Labor shall develop

13

a comprehensive system of labor market information col14 lection on a National, State, local, or other appropriate basis,

15 including but not limited to information regarding—

(1) current and project employment trends by

industry and by occupations;

(2) job opportunities and skill requirements by various labor markets;

(3) supply of labor available in various labor markets;

(4) business development and location trends, in cooperation with the Secretary of Commerce;

(5) the number and characteristics of all persons.

requiring manpower services, including identification by

age, sex, and racial or other pertinent minority group;

(6) a periodic index of underemployment;

(7) a periodic index of the incidence of poverty

adjusted for differences in costs of living between various geographical areas.

(b) Information collected under subsection (a) shall 8 be developed and disseminated in a usable form and on a

timely basis to meet the needs of decentralized comprehensive manpower planning at the State and local level and the

need of public and private users. In addition the Secretary

shall collect and disseminate information on recruitment,

counseling, education, training, placement, job development,

evaluation, and other appropriate activities under this Act 15 and under the Economic Opportunity Act, the Social Security

Act, the Public Works and Economic Development Act of

1965, the Wagner-Peyser Act, the Vocational Education Act

of 1963, the Vocational Rehabilitation Act, the Demonstration Cities and Metropolitan Development Act of 1966, and

other relevant Federal statutes.

NATIONAL COMPUTERIZED JOB BANK PROGRAM

SEC. 303. The Secretary shall develop and establish a

computerized job hank program for the purpose of

(1) identifying sources of available

(2) providing an expeditious means of matching the qualifications of unemployed, underemployed, and disadvantaged persons with employer requirements and job opportunities on a National, State, local, or other appro

priate basis;

(3) referring and placing such persons in jobs; and

(4) distributing and assuring the prompt and ready availability of information concerning manpower needs

and resources to employers, employees, public and private job placement agencies, and other interested individuals and agencies as provided by the Secretary's regulations.

13 Maximum effective use shall be made of electronic data proc14 essing and telecommunications systems in the development 15 and administration of the program. The program established 16 under this title shall be coordinated with the comprehensive 17 manpower program established under title I of this Act.

CONDUCT OF THE PROGRAM

SEC. 304. For the purpose of carrying out the program 20 established in section 303 of this title, the Secretary is author21 ized to make grants to State manpower agents to establish or 22 contract for the planning and administration of the program, 23 including the purchase or other acquisition of necessary 24 equipment. The Secretary may conduct the program on a 25 regional or interstate basis through grants, contracts, or other

arrangements. He may also conduct the program when he

2 finds that a State program will not adequately serve the

3

purposes of this title. The Secretary may require that any 4 information concerning manpower resources or job vacancies 5 utilized in the operation of job-bank programs financed 6 under this title be furnished to him at his request. He may, 7 in addition, require the integration of any information con8 cerning job vacancies or applicants into a job-bank system 9 assisted under this title.

MANPOWER UTILIZATION

SEC. 305. The Secretary shall establish a demonstra12 tion program for the improvement of manpower utilization 13 in sectors of the economy experiencing persistent manpower 14 shortages, or in other situations requiring maximum utiliza15 tion of existing manpower. The Secretary shall conduct this 16 program through State manpower planning councils.

SEC. 306. The Secretary shall, upon receipt of the 18 findings and recommendations for the implementation of

19

a model early warning system for the National Institute 20 for Manpower Policy as prescribed by clause 4 of section

21 504 of title V, initiate an experimental and demonstration

22

project to test the practicality of the model provided.
