1 in order to permit an orderly transition from programs carried

2 out under the provisions of law repealed, to programs carried

on under this Act, the Secretary of Labor and the Secretary 4 of Health, Education, and Welfare may continue to use the 5 authority provided in such repealed provisions of law for such 6 period to time as may be necessary, but not in excess of two years beyond the effective date of this Act.

TERMINATION OF AUTHORITY

9 SEC. 310. (a) All authority conferred under title II of 10 this Act shall terminate at the close of June 30, 1975.

(b) Notwithstanding the foregoing, the termination of 12 title II shall not affect the disbursement of funds under, or 13 the carrying out of, any contract, commitment, or other 14 obligation entered into prior to the date of such termination: 15 Provided, That no disbursement of funds shall be made pur16 suant to the authority conferred under title II of this Act 17 after December 30, 1975.

A BILL

To amend and expand the Emergency Employment Act of 1971 to reduce national unemployment and stimulate noninflationary economic growth.

1 Be it enacted by the Senate and House of Representa2 tives of the United States of America in Congress assembled, 3 That section 2 (6), section 2 (7), the last sentence of section 4 2, section 3 (a), section 7 (a), and section 7 (b) (4) of the 5 Emergency Employment Act of 1971 are each amended by 6 striking out "transitional”.

SEC. 2. Section 4 (1) of the Emergency Employment

8 Act of 1971 is amended by inserting after "government" the

1 following: "and voluntary combinations of units of general

2 local government".

3 SEC. 3. (a) Section 5 (a) of the Emergency Employ

4 ment Act of 1971 is amended to read as follows:

"SEC. 5. (a) For the purposes of carrying out this Act,

6 there are authorized to be appropriated $1,500,000,000 for the fiscal year ending June 30, 1972, and $3,000,000,000 8 for the fiscal year ending June 30, 1973."

(b) Section 5 (b) of such Act is amended by striking 10 out "4.5" both times it appears and inserting in lieu thereof

11 "4.0".

SEC. 4. Section 6 (a) of the Emergency Employment

13 Act of 1971 is amended to read as follows:

"SEC. 6. (a) There is hereby established a special em15 ployment assistance program. There are authorized to be ap16 propriated $500,000,000 for the fiscal year ending June 30, 17 1972, and $1,000,000,000 for the fiscal year ending June 30, 18 1973, to carry out the provisions of this section."

SEC. 5. Section 8 of the Emergency Employment Act of 1971 is amended (1) by striking out paragraph (2) thereof 21 and renumbering paragraphs (3) and (4) as paragraphs

22 (2) and (3), respectively, and (2) by striking out the final

23 sentence thereof.

SEC. 6. Section 9 of the Emergency Employment Act of

1971 is amended to read as follows:

"SEC. 9. (a) The amounts appropriated under section

3 5 of this Act for any fiscal year shall be allocated by the Sec

retary in such a manner that of such amounts

"(1) not less than 80 per centum shall be apportioned among the States on the basis of the proportion. which the total number of unemployed persons in each such State bears to the total number of such persons in

the United States, determined on the basis of the monthly average for the fourth calendar quarter of the fiscal year immediately preceding the one for which the apportionment is made; and

"(2) the remainder shall be available as the Secretary deems appropriate to carry out the purposes of this Act. However, not less than $1,500,000 shall be apportioned to any State, and not less than $1,500,000 shall be apportioned among the Virgin Islands, Guam, American Samoa, and the Trust Territory of the Pacific Islands, under paragraph (1) of this subsection. The

Secretary shall use the sums available under this paragraph to increase the amounts so apportioned to $1,500,000, and the amount so used shall be considered

a part of the State's apportionment under paragraph (1) of this subsection.

"(b) (1) The amount apportioned to each State under
