DAVIDSON, DIRECTOR FOR PROCUREMENT, OFFICE OF THE ASSISTANT SECRETARY OF DEFENSE (COMPTROLLER) INTRODUCTION Mr. ADDABBO. The committee will come to order. The committee has completed the posture hearings with the Secretary of Defense and the individual Service secretaries and chiefs. This morning the committee will begin the first of its detailed hearings on individual programs and appropriations with an overview of the operation and maintenance request for fiscal year 1986 which totals $82,450,100,000. This committee has maintained an ongoing interest in insuring that the operating programs of the Department of Defense receive adequate funding. The committee notes that in a press conference on July 23, 1984, General Vessey, Chairman of the Joint Chiefs of Staff, stated "It is very fair to say that the House Appropriations Committee has consistently supported the O&M part of the budget-the steaming hours, flying hours, real property maintenance accounts, and those are important accounts to support." I would also like to briefly point out the fiscal year 1985 recommendation this committee made with regard to O&M funds last year. After discounting the reductions for pure price changes for fuel, foreign currency, and inflation, and the reductions the committee was forced to make as a result of items which failed in the authorization process, the committee initiatives included a net increase in O&M of $220.8 million above the May budget revisions for flying hours, maintenance, sealift capability, and Guard and Reserve programs. Here this morning to spend approximately one hour with the committee to present an overview is Mr. Paul Dube, Director for Operations, in the Office of the Comptroller for the Secretary of Defense. Mr. Dube is accompanied by Mr. Ron Davidson, who is Director of Procurement in the Office of the Comptroller. Mr. Dube and Mr. Davidson, we welcome you both back to the committee.
