DEAR MR. CHAIRMAN: Pursuant to the terms of House Resolution 616, and with the approval of the chairman of the Select Subcommittee on Labor, Hon. Elmer J. Holland, you designated me to chair an investigation for the Committee of Manpower Policies in the United Kingdom, Norway, Sweden, and Denmark with particular emphasis on the functions of private and public employment services and on programs for manpower training and retraining. Our able colleague from Maine, Hon. William D. Hathaway, was also designated to help conduct this investigation.

Every effort was made to so schedule the investigation that we could be accompanied by a member from the minority side of the committee. This proved to be impossible, and, with the understanding approval of the minority members, Mr. Hathaway and I, accompanied by staff members, including a representative of the minority staff, undertook this investigation. Enclosed is our report on that study.

I would hope that this report can soon be approved and printed as a committee print for the information of members.
