- Application Of Act And Integration With Other Acts Solid Waste Management Information And Guidelines Subtitle B - Office Of Solid Waste: Authorities Of The Administrator Research, Demonstrations, Training, And Other Activities Special Studies; Plans For Research, Development, And Regulations For State Programs State Primary Enforcement Responsibility THE CLEAN AIR ACT 1 TITLE I-AIR POLLUTION PREVENTION AND PART A-AIR QUALITY AND EMISSION LIMITATIONS FINDINGS AND PURPOSES SEC. 101. (a) The Congress finds (1) that the predominant part of the Nation's population is located in its rapidly expanding metropolitan and other urban areas, which generally cross the boundary lines of local jurisdictions and often extend into two or more States; (2) that the growth in the amount and complexity of air pollution brought about by urbanization, industrial development, and the increasing use of motor vehicles, has resulted in mounting dangers to the public health and welfare, including injury to agricultural crops and livestock, damage to and the deterioration of property, and hazards to air and ground transportation; (3) that the prevention and control of air pollution at its source is the primary responsibility of States and local governments; and (4) that Federal financial assistance and leadership is essential for the development of cooperative Federal, State, regional, and local programs to prevent and control air pollution. (b) The purposes of this title are (1) to protect and enhance the quality of the Nation's air resources so as to promote the public health and welfare and the productive capacity of its population; (2) to initiate and accelerate a national research. and development program to achieve the prevention and control of air pollution; 1 Clean Air Act (42 U.S.C. 1857 et seq.) includes the Clean Air Act of 1963 P.L. 88-206, and amendments made by the Motor Vehicle Air Pollution Control Act-P.L. 89-272 (October 20, 1965), the Clean Air Act Amendments of 1966-P.L. 89-675 (October 15, 1966), the Air Quality Act of 1967-P.L. 90-148 (November 21, 1967), the Clean Air Amendments of 1970-P.L. 91-604 (December 31, 1970), the Comprehensive Health Manpower Training Act of 1971-P.L. 92-157 (November 18, 1971), the Energy Supply and Environmental Coordination Act of 1974P.L. 93-319 (June 22, 1974), Clean Air Act Amendments of 1977-P.L. 95-95 (August 7, 1977), and Safe Drinking Water Act of 1977-P.L. 95-190 (November 16, 1977). 42 U.S.C. 7401 |
