ADMINISTRATIVE OFFICES IN A CITY SCHOOL SYSTEM

Problem: The offices of the superintendent of schools and Board of Education are located in the high school building of Harrysburg, N. K., a city of 40,000 people. The overcrowding of the high school has made it essential to utilize these offices for high school purposes. The superintendent has been asked by the Board to submit a plan for the location and arrangement of the administrative offices.

The superintendent of schools is of the opinion that there should be a separate administrative building in the school system. Fortunately there is available within reasonable distance of the business center a parcel of land which is owned by the Board of Education. After analyzing the needs carefully and consulting with the other executive officers, the superintendent presents his recommendation, together with the plans for a two-story building. These plans have been evolved with the thought of consolidating all of the executive work; having all records, supplies, and textbooks handled through one agency; and providing an assembly room for the professional conferences of the teaching staff. A central medical clinic has also been incorporated in these plans so that all health service may be rendered at this central point.

1. At a cost of 35 cents per cubic foot, what would be the approximate appropriation that this building would require? Can you justify this expenditure?

2. What are the arguments which you would use in favor of a separate administration building? Contrast with the policy of placing the superintendent's offices in a high school
