APPENDED LETTERS AND RESOLUTIONS

WELCH APPLES, INC.,

Wenatchee, Wash., December 12, 1955. Mr. CHARLES S. HAZEN, Area Engineer, Upper Columbia Development Office,

Bureau of Reclamation, Spokane, Wash. DEAR MR. Hazen: At a meeting held in East Wenatchee, Thursday, December 8, by the landowners and others interested, who would be under the proposed Greater East Wenatchee Reclamation District, and at which I presided, the topic was thoroughly discussed. Following a period during which you and your staff answered all questions pertaining to the project, a vote was taken by those present and by à unanimous ballot, the group expressed approval.

I might add that the ownership of the land was very well represented and I feel that well over 50 percent of the land which is under the proposed project was represented by the owners present. Yours truly,

J. W. WELCH, Jr.

DECEMBER 9, 1955. Mr. CHARLES HAZEN,

Bureau of Reclamation, Spokane, Wash. DEAR MR. HAZEN: We would like to express our appreciation to you and your staff for coming to our meeting at the Grant School last evening and presenting your report to the landowners of the area, which covers the East unit of the Greater Wenatchee project. You people have done a splendid job in compiling the report, and your presentation of it last night was exceptionally well done.

This letter is written to you to confirm our wishes that your office proceed with the report. Upon a motion made, properly seconded, and carried, the group—which represented approximately 75 percent of the landowners of the East unit-gave a unanimous vote in support of this project. They would like to have the progress of the project kept at a good pace in order that we can get under way with the construction program as soon as possible.

We would appreciate your continued support of the project, and want you to feel free to ask for any help that we may be able to supply. Your's very truly,

UNITED WATER Co.,
Robert C. Gibbs, Secretary.

DECEMBER 9, 1955. Mr. CHARLES HAZEN,

Bureau of Reclamation, Spokane, Wash. DEAR MR. HAZEN: Now that the landowners have expressed their wishes in the overall project and would like, of course, to have it moved along as fast as possible, I would like to have you, or possibly John Mangan, inform me in a letter as soon as possible the next steps which we should take in properly organizing our district into a fullscale district.

I presume that the first step would be to appoint an acting board of directors which would represent the district as a whole, and proceed from there. This, of course, could be easily done.

I would like to have this information from your office soon so that we can keep up with our end of it here in the valley. Yours very truly,

U'NITED WATER Co.,
ROBERT C. GIBBS, Secretary.

WATERVILLE, WASH., December 9, 1955. UNITED STATES DEPARTMENT OF THE INTERIOR, Bureau of Reclamation, l'pper Columbia Development Office,

Spokane 1, Wash. (Attention: Mr. John Mangan.) GENTLEMEN: We wish to express to you our appreciation for the meeting held with you and other members of your office this morning. Of the 1,255 acres now under the Brays Landing unit, approximately two-thirds was in representation at the meeting this morning, as well as several other landowners having land just bordering the Bravs Landing unit. It is our belief that the remaining landowners will share our support of this project, and were not in attendance this morning mainly because of living some distance from this area.

As you know, those meeting this morning unanimously were in favor of the Bravs Landing unit, as now devised, as well as favoring resurvey of some of the adjoining properties, to see if the unit could not be enlarged to include these additional lands.

We are anxious to proceed as rapidly as possible to bring this project into being, and will do everything in our power to cooperate with you on the matter. We will appreciate hearing from you as to any progress made, and will welcome any suggestions as to how this committee may be of assistance. We feel the Brays Landing unit is particularly free of complications that could delay. There is no Indian land, only a very small acreage now under irrigation, and with all of the lands laying at similar elevations. This, coupled with the benefits of 5.37 to 1 of cost, makes the project seem particularly well advised. Very truly yours,

BRAYS LANDING UNIT, COMMITTEE

ON IRRIGATION,
By D. T. DORSEY.

NIFTY THEATER,

Waterville, Wash., December 9, 1955. BUREAU OF RECLAMATION, Chief Joseph Dam Project, Greater Wenatchee Division,

Spokane, Wash.: (Attention of Mr. Hazen.) At a meeting of the landowners of the Bray's Landing Division, which was held at Waterville today, I was very much disappointed to learn that none of the land in the S34 sec. 27, T. 26, R. 21, was included in the boundaries of the project.

I own the Sy; and the S2 of the N72 sec. 27, T. 26, R. 21 which joins the south end of the project, as it is now listed.

At least part of the land in the south three-quarters of section 27 should be given consideration as being in the class of the lighter soil which would be adaptable for sprinkler irrigation. In my estimation there should be 100 acres or more in the excluded portion of section 27 which could be irrigated with sprinkler system and sufficient crop of alfalfa or grain or produce could be harvested to make it profitable, and which should be included in the project.

Part of this land was farmed years ago, before the drought of 1924–26 which ruined many grain farmers. The former owner went broke also, and abandoned the land. The cultivated part is now grown up to sagebrush and the whole tract is now being used for horse pasture. I am told that part of this tract raised prize-winning potatoes.

In 1956 after the snow has melted and the ground is dry, I would like your soil expert to go over this land with me, and I am certain that the soil expert will be in favor having at least part of this land included in the Brays Landing project. Respectfully,

W. P. BROWN.

CHELAN, WASH., December 5, 1955. Mr. CHARLES S. HAZEN, Area Engineer, United States Department of the Interior, Bureau of Reclamation, Upper Columbia Development Office,

Spokane 1, Wash. DEAR MR. HAZEN: We have received your letter of December 1 and copies of the field draft of the regional director's report, Greater Wenatchee division.

You may be assured that we were very pleased to see the progress made by your Department, especially as regards to the Howard Flat unit.

A special meeting of the board of directors was held this morning, and I have been directed to report to you that the landholders are enthusiastic over the possibility of their land being developed, and that no landholder has considered withdrawing any property from the unit. I am also directed to inform you that at this morning's meeting the board passed the following motion, "That the Howard Flat district favored the development, and that it would strongly support authorization of this unit." Yours very truly,

HOWARD FLAT IRRIGATION DISTRICT,
LESTER F. PENNINGTON, Secretary.
