An Act

To amend the Federal Property and Administrative Services Act of 1949, as amended, so as to authorize the use of surplus personal property by State distribution agencies, and for other purposes.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That section 203 (n) of the Federal Property and Administrative Services Act of 1949, as amended, is hereby amended by adding at the end thereof the following: "In addition, under such cooperative agreements, and subject to such other conditions as may be imposed by the Secretary of Health, Education, and Welfare, or the Director, Office of Civil and Defense Mobilization, surplus property which the Administrator may approve for donation for use in any State for purposes of education, public health, or civil defense, or for research for any such purposes, pursuant to subsection (j) (3) or (j) (4), may with the approval of the Administrator be made available to the State agency after a determination by the Secretary or the Director that such property is necessary to, or would facilitate, the effective operation of the State agency in performing its functions in connection with such program. Upon a determination by the Secretary or the Director that such action is necessary to, or would facilitate, the effective use of such surplus property made available under the terms of a cooperative agreement, title thereto may with the approval of the Administrator be vested in the State agency."

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That section 32 (b) Scholarships (2) of the Surplus Property Act of 1944 (58 Stat. 765, 782) as amended under Surplus (50 U.S.C. App., sec. 1641(b) (2)), is further amended by adding Property Act the words "or nationals" after the word "citizens" wherever it in such section.

To amend the Federal Property and Administrative Services Act of 1949 so as to permit donations of surplus personal property to schools for the mentally retarded, schools for the physically handicapped, radio and television stations licensed by the Federal Communications Commission as educational radio or educational television stations, and public libraries.

Be it enacted by the Senate and Ilouse of Representatives of the United States of America in Congress assembled, That the first sentence of paragraph (3) of subsection (j) of section 203 of the Federal Property and Administrative Services Act of 1949 (40 U.S.C. 484 (j)) is amended (a) by striking out in clauses (A) and (B) the words "and universities" and inserting in lieu thereof, in each such clause, the phrase "universities, schools for the mentally retarded, schools for the physically handicapped, and radio and television stations licensed by the Federal Communications Commission as educational radio or educational television stations", and (b) by striking out the word "and" before "(B)" and by inserting immediately before the period at the end of such sentence the following: ", and (C) public libraries". Section 203 (j) of such Act is further amended by inserting at the end thereof the following paragraph:

"(7) The term 'public library', as used in this subsection, means a library that serves free all residents of a community, district, State, or region, and receives its financial support in whole or in part from public funds."

An Act

To amend section 503 of the Federal Property and Administrative Services Act of 1949, as amended, to authorize grants for the collection, reproduction, and publication of documentary source material significant to the history of the United States, and for other purposes.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That section 503 of the Federal Property and Administrative Services Act of 1949 (44 U.S.C. 393) be amended as follows:

Subsection 503 (d) is amended by inserting after the words "United States." the second time it appears the following language: "The Administrator is authorized, within the limits of appropriated and donated funds available therefor, to make allocations to Federal agen- ments, grants. cies, and grants to State and local agencies and to nonprofit organizations and institutions, for the collecting, describing, preserving and compiling, and publishing (including microfilming and other forms of reproduction) of documentary sources significant to the history of the United States. Prior to making such allocations and grants, the Administrator should seek the advice and recommendations of the National Historical Publications Commission."

Section 503 is further amended by the addition of four new subsections as follows:

"(e) The Commission is authorized to establish special advisory Special advisory committees to consult with and make recommendations to it. The committees. members of such special advisory committees shall be chosen from among the leading historians, political scientists, archivists, librarians, and other specialists of the Nation. Members of such special advisory committees shall be reimbursed for transportation and other expenses on the same basis as members of the Commission.

"(f) There is hereby authorized to be appropriated to the General Appropriation Services Administration for the fiscal year ending June 30, 1965, and authorization. each of the four succeeding fiscal years an amount not to exceed

$500,000 each year for the purposes specified in (d) above: Provided,

That such appropriations shall be available until expended when so

provided in appropriation Acts.

"(g) (1) Each recipient of grant assistance under subsection (d) of Records. this section shall keep such records as the Administrator shall prescribe, including records which fully disclose the amount and disposition by such recipient of the proceeds of such grants, the total cost of the project or undertaking in connection with which such funds are given or used, and the amount of that portion of the cost of the project or undertaking supplied by other sources, and such other records as will facilitate an effective audit.

"(2) The Administrator and the Comptroller General of the United 78 STAT. 336. States or any of their duly authorized representatives shall have access for the purposes of audit and examination to any books, documents, papers, and records of the recipients that are pertinent to the grants received under subsection (d) of this section.

"(h) The Administrator shall make an annual report to the Congress concerning projects undertaken and carried out pursuant to sub section (d) of this section, including detailed information concerning the receipt and use of all appropriated and donated funds made available to the Administrator.
