TITLE III: GENERAL PROVISIONS General provisions 130 RULES COMPLIANCE STATEMENTS SUMMARY OF MAJOR RECOMMENDATIONS The major items contained in the bill include: 1. An appropriation of $1,952,731,000 for Coast Guard operating expenses, an increase of $155,731,000 over the fiscal year 1987 level; 2. An appropriation of $3,236,602,000 for Federal Aviation Administration's operating expenses, an increase of $314,602,000 over the fiscal year 1987 level; 3. An appropriation of $1,258,000,000 for Federal Aviation Administration's facilities and equipment, an increase of $451,502,000 over the fiscal year 1987 level; 4. An obligation limitation of $1,335,500,000 on the airport improvements grant program, an increase of $310,500,000 over the fiscal year 1987 level; 5. A Federal-aid highways obligation ceiling of $12,220,000,000; 6. An appropriation of $1,785,690,000 for the mass transit formula grant program; 7. An obligation limitation of $1,187,160,000 on the mass transit trust fund; 8. An appropriation of $595,555,000 for Amtrak; 9. An appropriation of $24,730,000 for safety related projects on the Northeast corridor; 10. An obligation limitation of $49,465,000 on the motor carrier safety grant program; 11. An appropriation of $89,920,000 for operations and research activities of the National Highway Traffic Safety Administration; 12. An obligation limitation of $124,650,000 on the section 402, State and community highway safety grant program; and 13. A funding level of $447,000,000 for the Coast Guard's drug interdiction program. TOTAL OBLIGATIONAL AUTHORITY PROVIDED GENERAL FUNDS AND TRUST FUNDS In addition to the appropriation of $11,104,443,569 in new budget authority for fiscal year 1988, large amounts of contract authority are provided by law, the obligation limits for which are contained in the annual appropriations bill. The principal items in this category are the trust funded programs for Federal-aid highways, for the Mass Transit Capital Fund, and for airport development grants. For fiscal year 1988, estimated obligations limitations total $15,081,420,000. GENERAL PROVISION The tables and account summaries that describe the House allowances do not reflect the 2-percent across-the-board reduction contained in the House-passed bill, section 328. The Committee has deleted this provision from its recommended bill and, therefore, for purposes of illustration and comparison has not used the reduced funding levels which would result if this provision were enacted. Section 3 of the Department of Transportation Act of October 15, 1966 (Public Law 89-670) provides for establishment of the Office of the Secretary of Transportation [OST]. The Office of the Secretary is composed of the Secretary's immediate office, the Office of the General Counsel, and five assistant secretarial offices for policy and international affairs, budget and programs, governmental affairs, administration, and public affairs respectively. These secretarial offices have policy development and central supervisory and coordinating functions related to the overall planning and direction of the Department of Transportation, including staff assistance and general management supervision of the counterpart offices in the operating administrations of the Department. The Minority Business Resource Center is also housed in OST. Its mission is to assist minority business firms in securing contracts on federally assisted transportation projects. In addition, the salaries, administrative expenses, and associated housekeeping costs of certain former Civil Aeronautics Board functions transferred to the Department of Transportation are funded here and in the "Payments to air carriers" appropriation. The Committee recommends $53,600,000 for the salaries and expenses of the Office of the Secretary of Transportation. This is $3,391,000 below the estimate, $1,250,000 below the House allowance (including transfers of $16,000,000), and $1,587,000 above the fiscal year 1987 enacted level (including $1,013,000 in transfers). The recommended reduction is composed of management and administrative savings in addition to certain staffing changes described below.
