LETTER OF TRANSMITTAL

U.S. HOUSE OF REPRESENTATIVES,
COMMITTEE ON ENERGY AND COMMERCE,
SUBCOMMITTEE ON HEALTH AND THE ENVIRONMENT,
Washington, DC, August 4, 1989.

Hon. JOHN D. DINGELL,
Chairman, Committee on Energy and Commerce, Washington, DC.
DEAR MR. CHAIRMAN: On July 13, 1989, the Committee on
Energy and Commerce considered a committee print making
changes in the Medicare and Medicaid programs consistent with
the Concurrent Budget Resolution for fiscal year 1990, H. Con. Res.
106. The committee ordered the print, as amended, transmitted to
the Committee on the Budget for inclusion in that committee's om-
nibus budget reconciliation bill. The text of the print, as amended,
was introduced as H.R. 2924.

The subcommittee has received numerous requests for copies of the committee and dissenting views regarding H.R. 2924. This document sets forth those committee and dissenting views, but not the statutory text of H.R. 2924 itself. I believe that the availability of these views will be useful to both the members and the public.

I would note that, as of this writing, the provisions reported by the committee, reflected in H.R. 2924, as well as the committee and dissenting views, have not been formally transmitted to the Committee on the Budget. Those provisions, as well as the enclosed committee and dissenting views, remain subject to change by the Committee on Energy and Commerce until formal transmittal. With all best wishes, I am

Sincerely,

HENRY A. WAXMAN,

Chairman, Subcommittee on Health and the Environment.
