(d) Amendments to charter.

(4) Amendment repealing the last sentence of section 4 and adding the following provisions in lieu thereof:

The members who shall be entitled to vote at any meeting of the members shall be those owning share accounts and borrowing members of record on the books of the association at the end of the calendar month next preceding the date of such meeting. The number of votes which each member shall be entitled to cast at any meeting of the members shall be determined from the books of the association as of the end of the calendar month next preceding the date of such meeting. Those who were members at the end of the calendar month next preceding the date of a meeting of members but who shall have ceased to be members prior to such meeting shall not be entitled to vote thereat. NOTE: Order 1848, Governor, effective Jan. 4, 1944, 9 F.R. 436, provides as follows:

The Governor, an Assistant Governor, or the Chief Supervisor shall be authorized to reaffirm in writing or otherwise the approval of the Federal Home Loan Bank Administration of the proposal by the board of directors of any Federal association operating under Charter K to adopt any of the standard amendments to Charter K set forth and approved in § 202.9 (d) of the rules and regulations for the Federal Savings and Loan System.

isting authorized percentages of lending to appraised value of the underlying improved real estate security to the extent of the guarantee by the Administrator of Veterans' Affairs under Title III of the Servicemen's Readjustment Act of 1944, and any amendments thereto, upon loans guaranteed thereunder: Provided, That any loans made pursuant to this authorization shall comply with the provisions of section 5 (c) of Home Owners' Loan Act of 1933, as amended.

CODIFICATION: In § 203.10 (b) the sentence set forth above was inserted immediately after the second sentence thereof, by Bulletin 39, Nov. 11, 1944, effective Nov. 13, 1944, 9 F.R. 13620.

(d) Lending plans and percentages of insured loans. * The loan plans, practices and procedures now or hereafter provided by the Administrator of Veterans' Affairs pursuant to the provisions of Title III of the Servicemen's Readjustment Act of 1944, and any amendments thereto, are hereby approved for use by any Federal association having a Charter K in making loans guaranteed under such act, from the date receipt of an application from such Federal association for the use of such loan plans, practices and procedures is acknowledged.

CODIFICATION: In § 203.10 (d) the sentence set forth above was inserted immediately preceding the next to the last sentence thereof by Bulletin 39, Nov. 11, 1944, effective Nov. 13, 1944, 9 F.R. 13620.

§ 203.21 Additional lending powers. The acknowledgment by the Federal Home Loan Bank Administration of the receipt of an application filed by the directors of a Federal association operating under Charter K, made pursuant to section 14.1 thereof, to use the following additional lending powers shall constitute the approval under such section 14.1 of such application; Provided, That all loans made pursuant to this section shall

comply with the requirements of section 5 (c) of Home Owners' Loan Act of 1933, as now or hereafter amended:

(a) The increase of the present authorized percentage of lending to appraised value of the underlying improved real estate security of the applicant Federal association to the extent of the guarantee by the Administrator of Veterans' Affairs under Title III of the Servicemen's Readjustment Act of 1944, and any amendments thereto, and the loan plans, practices and procedures now or hereafter provided by the Administrator of Veterans' Affairs thereunder.
