PROPOSED AMENDMENT

In addition to any other basic pay, special pay, incentive pay, or allowances to which he is entitled, each commissioned officer in pay grade 0-5 or above, who is in a scientific or professional category which is determined jointly by the Secretaries concerned to be in short supply, is entitled to special pay at the following rates:

(a) For those officers in pay grade 0-5, $60 a month.

(b) For those medical or dental officers in pay grade 0-6 or above, $100 a month.

(c) For those officers (other than medical or dental) in pay grade 0-6 or above, $185 a month.

COMPARABILITY OF COMMISSIONED OFFICER PAY GRADES 0-5 AND 0-6 IN H.R. 5555 TO APPROPRIATE CIVIL SERVICE PAY GRADES

The last year in which both civil service and commissioned pay rates were adjusted was 1958 (Public Law 85-422 and Public Law 85-462). Therefore, the relationship that existed between the civil service and commissioned pay rates in 1958 may be used as a basis for evaluating the commissioned officer pay rates proposed under H.R. 5555. In studying these relationships, it is clear that H.R. 5555 represents a serious deterioration of pay comparability for grades O-5 and 0-6 with civil service grades GS-12, 13, 14, and 15.

Table 1 compares the 1958 maximum and minimum levels of pay for civil service grades GS-12 through GS-18 with the maximum and minimum pay rates for officers in grades 0-5 and 0-6. These figures have been adjusted for comparability purposes by deducting 62 percent from civil service pay to take account of retirement deductions; and by adding tax savings for commissioned personnel who do not pay Federal or State income taxes on subsistence and quarters allowances.

A comparison of the O-5 and 0-6 pay as proposed in H.R. 5555 with the pay necessary to maintain the same relative comparability as was present in the 1958 civil service and commissioned pay schedules yields the amounts shown in table 2. Included in the table are minimum and maximum pay.
