OUTLINE FOR INDEX OF EXISTING LEGISLATION AFFECTING CHILD WELFARE.

This index outline does not contain a model list of topics which should be covered by legislation, but is merely a list of topics which have been found to be at present covered by the laws of a number of States. It is not based upon any logical or ideal analysis of childwelfare laws, but upon the topics as they are actually found in existing legislation. In certain cases, as, for example, in the case of laws relating to dependent and to delinquent children, two distinct though related subjects are frequently connected in the laws as they now stand upon the statute books, and this connection has been preserved in the index outline wherever necessary to avoid a large amount of duplication in the references.

The Children's Bureau is preparing a reference index by States of existing legislation on the subjects covered by the outline, specifying for each State those topics given in the index outline upon which that State has legislation, together with references to the sections and acts where such legislation is found. In indexing these laws charter provisions and local and special laws are omitted and court decisions are not at present included.
