The 10,000 square feet provides space to house the necessary equipment and office space to carry out the program planned for Congress. The design permits the efficient flow of individuals through the multitesting laboratory at a capacity of at least 12,000 participants annually. This floor plan provides space, not only for the multitest laboratory, but also for the staff, records, computer input station, and counseling rooms needed to carry out the program in an effective

manner.

The above estimates are projected from actual cost figures for establishing and operating units capable of examining 24,000 persons per year. Increased costs of equipment have been included where applicable and other adjustments have been made to fit the prototype program into the setting which is under consideration.

The following assumptions are included in the cost estimates: (1) Regardless of size, that such units can be established, ready for full-scale operation in 1 year. (2) That many elements of the program can be proportionately reduced below the 24.000 persons per year operating level of the prototype module, while maintaining the integrity of the unit. However, the exceptions to this assumption figure promiently in the cost estimates. The computer, for example, remains a fixed cost that cannot be reduced. Elements of the staff are considerably reduced, but as is so often the case, the higher paid members of the staff have to be retained.
