not to exceed $5,000, which must be equally matched by recipients; (2) supplemental grants not to exceed $10 per student, with no matching requirement; and (3) special purpose grants, which must be matched by 1 institutional dollar for every 3 Federal grant dollars. An applicant must have been determined eligible and have received a basic grant in order to qualify for a supplemental grant. Title II-B authorizes grants to institutions of higher education to assist them in training persons in librarianship, including information science. Provision is made for establishing and maintaining fellowships or traineeships for students undertaking such studies, and for support of institutional costs for such courses of study. An appropriation request for fiscal year 1967 is currently before the Congress to fund this program. Library research, authorized under section 224 of this title, is to be administered by the Office of Education, Bureau of Research.

An appropriation of $1 million for title II-B for library education grants was made in May 1966. Applications were submitted by 48 institutions, and grants were made to 24 institutions. These grants will support 139 graduate fellowships during the academic year 1966

General planning for fiscal years 1967 through 1970

It is anticipated that guidelines and regulations will be issued in fiscal year 1967, and announcements of annual deadlines, program modifications, updated statements of priorities, etc., will be issued from time to time thereafter.

Anticipated schedule for fiscal year 1967

For fiscal year 1967, it is anticipated that guidelines and application instructions will be issued in the fall soon after funds have been appropriated.

Sound administration will best be served if program communications and inquiries are between the offices of presidents of institutions of higher education, and the Office of Education, Division of Library Services and Educational Facilities. RÉSUMÉ OF TITLE II, HIGHER EDUCATION ACT OF 1965 (PUBLIC LAW 89-329)

College Library Assistance and Library Training: This title of the act, which is authorized through fiscal year 1968 and may be reauthorized by Congress for fiscal year 1969 and 1970, provides Federal financial assistance under

Part A-for college library resources.

Part B-for library training and research.

The Higher Education Act of 1965 was approved on November 8, 1965. It has the general purpose "to strengthen the educational resources of our colleges and universities and to provide financial assistance for students in postsecondary and higher education."

Two grant programs under title II (College Library Assistance and Library Training) have been assigned in the Office of Education to the Bureau of Adult and Vocational Education, Division of Library Services and Educational Facilities. Library research, authorized under section 224 of this title is administered by the Office of Education, Bureau of Research.

Part A enables the Commissioner of Education to make grants to institutions of higher education to assist and encourage such institutions in the acquisition for library purposes of books, periodicals, documents, magnetic tapes, phonograph records, audiovisual materials, and other related library materials (including necessary binding). Part B enables the Commissioner of Education to make grants to institutions of higher education to assist them in training persons in librarianship.

IN GENERAL

Under part A, all qualified institutions of higher education which meet the definitions under section 801 of the act, are eligible to apply for grants. In addition, an educational institution shall be deemed to have been accredited by a nationally recognized accrediting agency or association if there is satisfactory assurance that upon acquisition of the library resources with funds from this part, or within a reasonable time of this acquisition along with other planned acquisitions, the institution will meet accreditation standards of the agency or association.

Under part B the Commissioner may make a grant to an institution of higher education only upon his finding that they have a program that will substantially further the objective of increasing the opportunities throughout the Nation for training in librarianship.

The Commissioner of Education will be advised with respect to establishing criteria for the making of supplemental grants and special-purpose grants under part A by an Advisory Council on College Library Resources; institutions eligible under the Medical Library Assistance Act of 1965 (Public Law 89-291) will not be funded under title II A of the Higher Education Act. Library science programs specifically oriented to training for medical libraries will also be referred to the medical library assistance program. Information on the Medical Library Assistance Act may be obtained from the Office of the Chief, Facilities and Resources Division, National Library of Medicine, 8600 Rockville Pike, Bethesda, Md. 20014.

PART A-COLLEGE LIBRARY RESOURCES

Funds under this part will be granted to assist and encourage institutions of higher education to strengthen libraries through grants to increase their library resources.

No grant funds may be expended for materials to be used for sectarian instruction or religious worship, or primarily in connection with any part of a program of a school or department of divinity.

The authorization for appropriation is $50 million for each of the fiscal years 1966, 1967, and 1968. For fiscal years 1969 and 1970 Congress may authorize further appropriations.

Three types of grants may be made to institutions which meet specified levels of maintenance-of-effort expenditures:

1. Basic grants not to exceed $5,000, which must be equally matched by recipients.

2. Supplemental grants not to exceed $10 per full-time student (and full-time equivalent of the number of part-time students) with no matching requirement.

3. Special purpose grants, which must be matched by one institutional dollar for every three Federal grant dollars.

The appropriation for any given year is allocated by the Commissioner of Education as follows:

1. Seventy-five percent for basic grants.

2. Ten percent, plus any unused portions of funds reserved for basic and special purpose grants, for supplemental grants.

3. Fifteen percent for special purpose grants.

For each fiscal year basic grants must be awarded first. Special purpose grants will be awarded next. Unused funds reserved for basic and special purpose grants then become available for distribution as supplemental grants.

BASIC GRANTS

In order to receive a basic grant, an applicant institution must provide the following assurances in its application:

Maintenace-of-effort requirements

A. The applicant will expend during the current fiscal year, from non-Federal funds, for all allowable library purpose expenditures, an amount at least equal to the average annual amount it expended from other than Federal sources, for allowable library purposes during the 2-year period ending June 30, 1965; or during the 2 fiscal years preceding the fiscal year for which the grant is requested, whichever is the lesser.

B. Within the category of library purpose expenditures, the applicant will expend during the current fiscal year from nonFederal funds for allowable library materials, an amount at least equal to the average annual amount it expended from other than Federal sources, for allowable library materials during the 2-year period ending June 30, 1965; or during the 2 fiscal years preceding the fiscal year for which the grant is requested, whichever is the lesser.

Matching requirement

The applicant will expend during the fiscal year for which a grant is requested for allowable library purpose expenditures, an amount at least equal to the amount of the basic grant. Only non-Federal funds and funds not used for matching in any other Federal program may be used for matching these basic grants.

The matching requirement is in addition to the maintenance-ofeffort requirements.

The maintenance-of-effort requirements and the matching requirement pertain to each applicant institution, to each branch on behalf of which application is made, and to each institution participating as a member of a combination.

Types of funds excluded for matching purposes

(1) Basic grant funds requested.

(2) Federal funds from other programs.

(3) Matching funds for other Federal funds (item 2 above).

(4) Funds for materials used for sectarian instruction or religious worship.

SUPPLEMENTAL GRANTS

In order to receive a supplemental grant, an applicant must have applied for and been determined eligible for a basic grant of not less than $1,500. The applicant must meet the maintenance-of-effort requirements as indicated for the basic grant but no matching funds are required. In addition the applicant must supply information such as

1. Description of the size and quality of the library resources in relation to its present enrollment and any expected increase in enrollment;

2. Set forth any special circumstances which are impeding or will impede the proper development of its library resources; and 3. Provide a general description how a supplemental grant would be used to improve the size and quality of its library

resources.

The Commissioner will approve applications on the basis of basic criteria prescribed in regulations and developed after consultation with the Advisory Council on College Library Resources, and may take into consideration factors such as student enrollment and size and age of the library collection, and shall give priority to institutions in need of financial assistance for library purposes.

SPECIAL PURPOSE GRANTS

Institutions of higher education may apply for a special purpose grant individually or as a member of a combination of institutions. An applicant institution, to be eligible for a special purpose grant, must provide assurance (a) that it will expend during the current fiscal year from non-Federal funds for allowable library materials, an amount at least equal to the average annual amount it expended from other than Federal sources, for allowable library materials during the 2-year period ending June 30, 1965, and, (b) that it will expend during the fiscal year for which the grant is requested for allowable library purpose expenditures an amount equal to one-third of the special purpose grant. Applicant institutions may apply

1. For an institutional special purpose grant if the institution can demonstrate a special need for additional library resources and demonstrate that such additional library resources will make a substantial contribution to the quality of their educational resources;

2. For an institutional special purpose grant if the institution can demonstrate that additional library resources are needed to meet special national or regional needs in the library and information sciences; and

3. As a member of a combination of institutions of higher education that can demonstrate the need of special assistance in establishing and strengthening joint-use facilities.

PART B-GRANTS FOR LIBRARY TRAINING AND RESEARCH

This title authorizes grants to institutions of higher education to assist them in training persons in librarianship. The term "librarianship" means the principles and practices of the library and information sciences, including the acquisition, organization, storage, retrieval, and dissemination of information and the reference and research use of library and other information resources.

Provision is made for establishing and maintaining stipends for students undertaking such studies, and for assisting with the institutional costs for such courses of study.

The authorization for Federal appropriation is $15 million for each of the fiscal years 1966, 1967, and 1968. Congress may authorize appropriations for fiscal years 1969 and 1970.

The Commissioner may make a grant to an institution of higher education only upon application by the institution and only upon his finding that such program will substantially further the objective of increasing the opportunities for training in librarianship throughout the Nation.
