DISCRIMINATION PROHIBITED—Title VI of the Civil Rights Act of 1964 states: "No person in the United States shall, on the ground of race, color, or national origin, be excluded from participation in, be denied the benefits of, or be subjected to discrimination under any program or activity receiving Federal financial assistance." Therefore, The Prospective Teacher Fellowship Program as authorized under Title V, Part C of the Higher Education Act of 1965, like every program or activity receiving financial assistance from the Department of Health, Education, and Welfare, must be operated in compliance with this law.

EXPERIENCED TEACHER FELLOWSHIP PROGRAM, 1966-67

Therefore, The Experienced Teacher Fellowship Program as authorized under title V, Part C of the Higher Education Act of 1965, like every program or activity receiving financial assistance from the Department of Health, Education, and Welfare, must be operated in compliance with this law.

Fellowships for recent graduates and certain others eligible under Title V, Part C of the Higher Education Act of 1965, are not administered under the Experienced Teacher Fellowship Program. For information about graduate study for "persons who plan to pursue a career in elementary and secondary education," write to the Division of Graduate Programs, Bureau of Higher Education, Office of Education, Department of Health, Education, and Welfare, Washington, D.C. 20202.

Fifty new Experienced Teacher Fellowship Programs will offer 937 fellowships for graduate study during the 1966-67 academic year for experienced school personnel. The program awards were made to 47 participating colleges and universities in 26 States. Some programs are for the academic year only; almost half require further study during the summer of 1967, and seven continue into the 1967-68 academic year.

The purpose of the program is to improve elementary and secondary education by upgrading the qualifications of teachers and other school personnel. A second purpose is to strengthen teacher education programs.

NOTE: Participating institutions-NOT the Office of Education-will award the fellowships.

Eligibility

a. Experienced teachers

Those eligible include experienced teachers and specialists in related fields, such as counseling and guidance, library science, educational media, school psychology, teaching the disadvantaged and school administration. Each institution's brochure will describe its program in detail and indicate what credentials are needed. A candidate must desire not less than one academic year of advanced study and must plan to return to his same school. Graduate programs may lead to a certificate, or to an M.A., or other degree, but not to a doctorate.

Since full-time effort is required, a fellow may not engage in gainful employment other than part-time teaching, research, or similar activities related to his training and subject to the approval of the program director.
