Mr. NATCHER. At this time, we take up the budget request for the Health Care Financing Administration, and we have before the committee Dr. Gail R. Wilensky, the Administrator.

And Dr. Wilensky, we are delighted to have you before our committee; I believe this is your first appearance.

Dr. WILENSKY. Correct.

Mr. NATCHER. We hope you have many more, and I would say to you that we want to wish you the best of everything with your new assignment.

If you asked me to name the three most difficult assignments in the Federal Government, I would name yours as number one, number two, or number three.

I certainly would, because it's a difficult assignment and one that requires a lot of ability and good judgment; and we believe you have it.

Dr. WILENSKY. Thank you.

Mr. NATCHER. If you would, tell us now first who you have with you at the table, and then we will listen to you.

Dr. WILENSKY. I have with me on my left Mr. Mosedale, who is from the agency. And on my right, Mr. Williams, who is with our Assistant Secretary for Management and Budget.

Mr. NATCHER. We are delighted to have all of you before the committee, and now we will be pleased to hear from you.

Dr. WILENSKY. Mr. Chairman and Members of the subcommittee, I am pleased to have the opportunity to discuss with you HCFA's fiscal year 1991 budget request.

As I begin my appointment at HCFA, I am mindful of the many tasks before us. The Congress and the Administration face serious, continuing challenges in meeting our dual concerns of providing
