The construction program of the Commission 18 and Mexico, and Acts of the Congress. in pursuance of treaty and other agreements in force between the United States From 1848 to 1933, the joint construction activities of the two Governments were limited almost entirely to demarcation and monumentation of the common land boundary which extends over a distance of 675 miles. The convention of February 1, 1933, which provided for rectification of the Rio Grande through the El Paso-Juarez Valley formed the basis for the first major joint construction program of the two Governments. In the Water Treaty of 1944, relative to the utilization of the United States and Mexico of the Colorado and Tijuana Rivers and of the Rio Grande, the two Governments agreed to jointly construct the dams required for the conservation, storage, and regulation of the greatest quantity of the annual flow of the Rio This Treaty also provides for studies, investigations, and recommendations for further flood control and other works on problems. the Rio Grande, and the Colorado and the Tijuana Rivers, and for preferential attention by the two Governments to border sanitation The Boundary Treaty of 1970 resolves all pending boundary disputes and establishes procedures to avoid future disputes. The total request of $3,919,000 for fiscal year 1977 includes $3,457,000 for continuation of the 1970 Boundary Treaty Projects, and $462,000 for completion of improvements on the Rio Grande Canalization Project to provide required higher degree of protection warranted by urban and suburban developments since construction of the project. $4,446,000 from the amount appropriated in fiscal year 1976.
