In fiscal year 1977 there will be 261 workdays, one less than in FY 1976, resulting in a savings of $500 in salary and benefits costs.

Federal salary increases for fiscal year 1976, as authorized by 5 U.S.C. 5301-5308, as amended, and implemented by Executive Order No. 11883, went into effect on October 12, 1975, thus effecting an increase for only a portion of FY 1976. The increase of $1,700 is requested to fund the remaining portion of the salary increase.

The Department is required under the provisions of the Foreign Service Act of 1946, as amended, base salaries for local employees on locally prevailing wage rates and compensation for correesponding positions in the locality. Each post should have a salary schedule which will allow it

to compete favorably with private industry and other employers for the best available employees.
In order to retain skilled and well trained employees, posts must equal salaries and benefits
available in the local labor market. The requested amount is essential if posts are to compete
in the market for the best local employees.

Fueled by the scarcity of commodities on the world market and the energy crisis, the cost of
goods and services used in day to day operations by the U.S. Government abroad continues to
increase at a much faster rate than ever experienced before. Price implications of the
energy crisis permeate throughout the world economic picture. Increases in the cost of gaso-
line, diesel fuel, heating fuel, air, rail and bus fares, utilities and freight rates are
only the more apparent elements attributable to the energy crisis. The fact that prices
increase because of the commodity scarcity is obvious. Not so obvious is that the cost of
exporting goods and services now command much higher prices on the world market. As a result,
the money supply increases thereby causing a significant impact on the rate of inflation.

Also affected are allowances paid to American personnel. Landlords increase rents; heating fuel and electricity cost more. Hotels charge more for accommodations. Schools are forced to raise tuition rates and the cost of transporting dependent children to and from school increases. increase requested is to meet mounting costs in overseas prices.
