COMPREHENSIVE HEALTH PLANNING AND REGIONAL MEDICAL PROGRAMS MONDAY, JUNE 1, 1970 HOUSE OF REPRESENTATIVES, SUBCOMMITTEE ON PUBLIC HEALTH AND WELFARE, Washington, D.C. Mr. JARMAN. The subcommittee will please be in order. The hearing today is on bills pending before the committee to extend and modify title IX of the Public Health Act, generally known as Regional Medical Programs and section 314 of the Public Health Services Act authorizing comprehensive health planning and formula and project grants to the States for health services. The administration has proposed legislation H.R. 15960, which would integrate these two programs as well as the National Center for Health Services, Research, and Development, by placing them in a single title in the Public Health Service Act, giving them a common statement of purpose, a single advisory council, and a single annual report. The purpose of these hearings will be to explore the alternative proposals for extending and improving these programs, each of which expires June 30, 1970. At this point there will be included in the record the text of the bills and the agency reports thereon.
