37 1 any books, documents, papers, and records of the recipient 2 of any such grant which are pertinent thereto. 3 "(c) In carrying out their functions under this section, 4 the Secretary and the Comptroller General shall take such 5 steps as are reasonably necessary to protect the integrity of 6 the doctor-patient relationship and the confidentiality of in7 formation disclosed during the course thereof." 8 9 10 COOPERATIVE SYSTEM OF HEALTH INFORMATION AND STATISTICS SEC. 3. (a) (1) Clause (1) of subsection (a) of section 11 305 of the Public Health Service Act is amended by striking 12 out "and" before "(E)", and by inserting after the semi13 colon at the end of such clause: "(F) health care resources; 14 (G) environmental and social health hazards; and (H) fam15 ily formation, growth, and dissolution;". 16 (2) Such subsection is further amended by adding at the 17 end thereof the following new sentence: "No disclosure of 18 19 20 any information obtained in accordance with this paragraph may be used for any purpose other than the statistical pur poses for which it was supplied except pursuant to regulations 21 of the Secretary; nor may any such information be published 22 if the particular establishment or person supplying it is iden23 tifiable except with the consent of such establishment or 24 25 (b) Section 305 is further amended by redesignating 38 1 subsections (b), (c), and (d) as subsections (c), (d), and 2 (e), respectively, and by adding after subsection (a) the 3 following new subsection: 4 "(b) The Secretary is authorized, directly or by con tract, to undertake research, development, demonstration, and evaluation, relating to the design and implementation of a cooperative system for producing comparable and uniform health information and statistics at the Federal, State, and local levels." SEC. 4. (a) Section 314 of the Public Health Service Act is amended by striking out subsections (a), (b), (c), (d), (e), and (g). (b) Such Act is further amended by (1) striking out "(f)" at the beginning of that subsection of section 314 and inserting in lieu thereof "SEC. 314."; (2) by redesignating paragraphs (1) through (9) of that subsection, and references thereto, as subsections (a) through (i), respectively, of section 314; (3) by redesignating subparagraphs (A) through (D) in the paragraph herein redesignated as subsection (c), and references thereto, as paragraphs (1) through (4), respectively; (4) by redesignating clauses (i) through (iv) in the subparagraph herein redesignated as paragraph (3) 39 14 of subsection (c), and references thereto, and as sub paragraphs (A) through (D), respectively; (5) by redesignating subparagraphs (A) and (B) of the paragraph herein redesignated as subsection (g), and references thereto, as paragraphs (1) and (2), respectively; (6) by redesignating clauses (I) and (II) of the subparagraph herein redesignated as subparagraph (D) of subsection (c) of section 314, and references thereto, as clauses (i) and (ii), respectively, of such subparagraph (D). (c) Section 304 of such Act is repealed. EFFECTIVE DATE SEC. 5. The amendments and repeals effected by sections 15 2 and 4 shall apply with respect to allotments or grants 16 made from appropriations for any fiscal year beginning after 17 June 30, 1970 and contracts entered into after such date.
