AMENDMENTS TO THE PUBLIC HEALTH SERVICE ACT

SEC. 2. Title IX of the Public Health Service Act is

5 amended to read as follows:

"FINDINGS AND PURPOSES

"SEC. 900. (a) The Congress declares that fulfillment

of our national purpose depends on promoting and assuring 11 the highest level of health attainable for every person, in

12

an environment which contributes positively to healthful

family and individual living; that attainment of this goal 14 depends on an effective partnership among those who pro

15

16

vide health and medical care and services, government at

all levels, and the consumers of health services; that Fed17 eral assistance must be directed to support cooperative efforts 18 aimed at the organization and development of improved systems for the delivery of health care and services of high

19

20

quality for every person; that the leadership and capacities 21 of those involved in these cooperative efforts must be

strengthened; that support of community health services 23 should be continued and strengthened; that these ends should be accomplished through support and encouragement of

evolving, innovative patterns, and forms of providing pre

1 ventive, diagnostic, therapeutic, and rehabilitative services; 2 that Federal assistance should support cooperative efforts

3 for the organization, development, or establishment of more 4 efficient and effective systems for the delivery of health serv5 ices, that support of regional and areawide health services 6 programs and comprehensive health planning should be 7 continued; and that support should be given to innovative 8 patterns and methods for delivery of health care services. 9 "(b) The Congress further declares that in the fulfill10 ment of such general purpose, the purposes of this title are: "(1) to encourage and assist in the establishment and support of regional medical programs providing regional cooperative arrangements among public or nonprofit private institutions or agencies for improving the quality, distribution, and efficiency of preventive, diag nostic, therapeutic, and rehabilitative services;

"(2) to encourage and assist in the establishment.

and support of comprehensive health planning agencies at the State and areawide levels which, with involvement of consumers of health services, will examine the relationship between health needs and the distribution and utilization of health resources, and assist in the training of health planners and the development of planning

methodologies;

"(3) promote the establishment of more efficient

and effective health service systems, assure the coordina

tion of health services programs under this and other titles of this Act with related activities authorized under

the Social Security Act and other Federal health programs, as well as with other health related programs and activities, and with particular attention to the relationship between improved organization and delivery of health services and the financing thereof;

"(4) to assist in the support of State programs of public health services, the initial support of new health services, and the support of health services meeting particular needs;

"(5) to provide support for research and development (including demonstrations and training) related to improving the organization, financing, and delivery of health services; and

"(6) to provide support for experiments and demonstrations in the integration and coordination of the programs authorized by this title, and appropriate related programs, leading to the development of improved health

systems extending high quality health care to all, improv

ing efficiency in the use of resources, and promoting the

effective interrelationship of assistance provided by Fed

eral health programs.

NIZATION, AND DELIVERY OF HEALTH SERVICES

"SEC. 901. (a) There is hereby established a National

4 Advisory Council on the Planning, Organization, and Deliv

5

ery of Health Services, consisting of the Secretary, who shall

6 be Chairman, and twenty-four members, not otherwise in the 7 regular full-time employ of the United States, appointed by 8 the Secretary without regard to the civil service laws. The 9 twenty-four members shall be selected from among persons 10 who are leaders in the fields of the fundamental sciences, the 11 medical sciences, or the organization, delivery, and financing 12 of health care, who are State or local officials, or who are 13 active in consumer affairs, or public or community affairs, 14 or who are representatives of minority groups.

"(b) The Council shall advise and assist the Secretary 16 in the preparation of general regulations to carry out the 17 purposes of this title and on policy matters arising in the 18 administration of this title, including the coordination of pro

grams thereunder with programs authorized under other 20 parts of this Act or under the Social Security Act and other 21 Federal or federally assisted health programs, with particular 22 attention to the relationship between the improved orga23 nization and delivery of health services and the financing of 24 such services; and shall, in carrying out such functions, re25 view, not less often than annually, the grants made under

1 this title to determine their effectiveness in carrying out its

2 purposes.

"(c) The Secretary shall make appropriate provision

4 for consultation between and coordination of the work of the 5 Council, the Federal Hospital Council, the National Advisory 6 Health Council, the Health Insurance Benefits Advisory 7 Council, the Medical Assistance Advisory Council, and other 8 appropriate national advisory councils with respect to matters 9 bearing on the purposes and administration of this title and 10 the coordination of programs under this title with related 11 Federal health programs.

"(d) Each appointed member of the Council shall hold 13 office for a term of four years, except that any member ap14 pointed to fill a vacancy prior to the expiration of the term 15 for which his predecessor was appointed shall be appointed 16 for the remainder of such term, and except that the terms of 17 office of the members first taking office shall expire, as desig18 nated by the Secretary at the time of appointment, six at the 19 end of the first year, six at the end of the second year, six at the end of the third year, and six at the end of the fourth year after the date of appointment. No member may be re22 appointed unless at least one year has elapsed since the end 23 of his last full term.
