OF THE COMMITTEE ON GOVERNMENT OPERATIONS,

Washington, D.C. The subcommittee met, pursuant to notice, at 10 a.m., in room 2247, Rayburn House Office Building, Hon. Jack Brooks (chairman of the subcommittee) presiding.

Present: Representatives Jack Brooks, William S. Moorhead, John C. Culver, Floyd V. Hicks, John H. Buchanan, Jr., and Sam Steiger. Staff members present: Ernest C. Baynard, staff administrator; C. Don Stephens, research analyst; William M. Jones, counsel; Irma Reel, clerk; and Lynne Higginbotham, clerk.

Mr. BROOKS. The Government Activities Subcommittee having been duly organized under the Rules of the House of Representatives and a quorum being present, the meeting will come to order.

This morning the subcommittee will hear testimony on H.R. 16443, and companion measures to amend the Federal Property and Administrative Services Act of 1949 in order to establish Federal policy concerning the selection of firms and individuals to perform architectural, engineering, and related services for the Federal Government. (The bill, H.R. 16443 follows:)
