explained that the increase results from the more extensive operation of the air-conditioning system; an increase in the staff of mechanics to give proper maintenance to the air-conditioning and elevator systems; increases in labor rates paid to cleaning and maintenance personnel; and increases in costs of rubbish removal, window cleaning, cleaning supplies, etc.

Field office rentals are expected to decrease by $4,000 from 1965 to 1966 and 1967 based on rentals now in effect.

Rent of equipment

Equipment rentals for 1965, 1966, and 1967 are as follows:

Provision is made in the 1967 estimate for the rental of an IBM system 360, model 20, with a tape drive, to replace an IBM 407 tabulator, 088 collator, 548 interpreter, and 514 reproducer. Although the rental cost of the IBM 360-20 is somewhat higher than for the four machines it will replace, the new equipment will save us space and personnel and will speed our output from the IBM 7070. At present, output from the 7070 must be processed through our one IBM 1400 system.

Printing and reproduction

Requirements for printing and reproduction for 1965, 1966, and 1967 are as

The costs of punch cards, forms, and envelopes are expected to increase moderately from $30,000 in 1965 to $31,000 in 1966 and 1967 as a result of price increases.

Provision is made in 1966 and 1967 in the amount of $11,000 for the updating and printing of various information material now that the amendments which were pending in fiscal year 1965 have been enacted into law. The informational material will include a question and answer booklet explaining the benefits available to railroad employees and their families, various leaflets relating to specific provisions of the Railroad Retirement Act, and material for use in connection with the inofrmational conferences.

Amendment operations will increase printing and reproduction costs by $23,000 in 1966. This amount is to be financed by a supplemental appropriation for 1966.

Printing and reproduction requirements for amendment operations decrease to $8,000 in 1967. This amount is to cover informational material relating to the hospital and medical insurance programs; forms, punch cards, and envelopes used in processing applications from new enrollees; and other related material.

Fees and compensation

The amounts shown as fees and compensation represent costs of medical examinations required in administering the disability provisions of the Rail

road Retirement Act. A tabulation of a data underlying the amounts for the years under comparison follows:

The cost of medical examinations are expected to continue to increase gradually because of increases in fees charged by doctors.

Repair and maintenance of equipment

Costs for repair and maintenance of equipment were $26,000 in 1965 and are expected to rise moderately to $27,000 in 1966 and 1967.

Miscellaneous contractual services

Requirements for miscellaneous contractual services were $9,000 in 1965 and are expected to be the same in 1966 and 1967.

Payments to Treasury Department

Details on payments to the Treasury Department are as follows:

Payments to the Office of the Treasurer are for work in reconciling paid checks with checks issued, and related services. The cost increases from 1965 to 1966 and 1967 result from the increase in the number of checks for processing. Payments to the Disbursements Division are for the cost of preparing and mailing checks and are based on the following data:

Payments to other agencies for reimbursable services were $9,000 in 1965 and are expected to be the same in 1966 and 1967.

Supplies and materials

Requirements for supplies and materials in 1965, 1966, and 1967 are as follows:

The costs of supplies for regular operations are expected to increase from $92,000 in 1965 to $94,000 in 1966 and $95,000 in 1967 because of price increases and because of work load increases in the maintenance of beneficiary rolls. Amendment operations will increase supply costs by $22,000 in 1966. This amount is to be financed by a supplemental appropriation for 1966.

Supply costs for amendment operations decrease to $8,000 in 1967. This amount is to cover supplies used in the administration of the hospital and medical insurance program. It includes the cost of magnetic tape used in the maintenance of the roll of the 550,000 covered beneficiaries and in the certification of data to the Social Security Administration regarding enrollments, and other supplies such as tabulating paper, ribbons, etc.

Equipment

Amounts included for equipment are at moderate levels, with costs of $14,000 in 1965 and estimates of $17,000 for 1966 and 1967.
