The discussion of the United States Naval War Code, 1900, during the summer of 1903, was carried on with the assistance of Mr. George Grafton Wilson, professor in Brown University, by the staff of the college and a large body of active officers of long experience. The discussion should be considered with reference to the explanation set forth on pages 11 and 12. The discussion resulted in a recommendation that the Code be withdrawn, and accordingly this has been done by the Navy Department's General Order No. 150, February 4, 1904. U. S.
