SEC. 401. The Secretaries of the Army, Navy, and Air Force are respectively authorized to proceed with the further development of military, naval, and Air Force installations and facilities as authorized by titles I, II, and III of this Act without regard to the provisions of sections 1136, 3648, and 3734, as respectively amended, of the Revised Statutes, and prior to approval of title to underlying land, 10 USC 1339; as provided by section 355, as amended, of the Revised Statutes. SEC. 402. There is hereby authorized to be appropriated not to exceed Appropriation. $175,000,000 to carry out the purposes of titles I, II, and III, and not to exceed $15,000,000 to carry out the purposes of section 408 of this Act.

SEC. 403. Any of the approximate costs enumerated in titles I, II, and III of this Act may, in the discretion of the Secretary concerned, be varied upward by 10 per centum, but the total of all costs shall not exceed the total amount authorized to be appropriated by this Act.

SEC. 404. Not to exceed two hundred and fifty of the units of family Net floor quarters constructed under the authority of titles I, II, and III of this areas. Act shall have a net floor area of not to exceed two thousand and one hundred square feet. None of the other family quarters authorized to be constructed by this Act shall have a net floor area in excess of one thousand two hundred and fifty square feet, and the average net floor area of all of such other family quarters shall not exceed one thousand and eighty square feet.

SEC. 406. Whenever

(a) the President determines that compliance with the re

quirements of Public Law 245, Eighty-second Congress, in the 65 Stat. 700. case of contracts made pursuant to this Act with respect to the 41 USC 254, 153. establishment or development of military installations and facilities in foreign countries would interfere with the carrying out of the provisions of this Act; and

(b) the Secretary of Defense and the Comptroller General have agreed upon alternative methods for conducting an adequate audit of such contracts, the President is authorized to exempt such contracts from the requirements of Public Law 245, Eightysecond Congress.

SEC. 407. The Secretary of Defense is authorized, subject to the Use of foreign approval of the Director of the Bureau of the Budget, to construct, ourrenoies. or acquire by lease or otherwise, family housing, in addition to family housing otherwise authorized to be constructed or acquired by the Department of Defense in foreign countries, to the value of $25,000,000 through the use of foreign currencies in accordance with the pro

visions of the Agricultural Trade Development and Assistance Act Ante, p. 454. of 1954 (Public Law 480, Eighty-third Congress).

The Department of Defense shall reimburse the Commodity Credit Reimbursement Corporation in a dollar amount equivalent to the value of the foreign of ccc. currencies used during any fiscal year pursuant to the authority contained in this section. For the purpose of such reimbursement, the

Department of Defense may utilize appropriations otherwise available for the payment of quarters allowances for military personnel. The Secretary of Defense shall furnish to the Committees on Armed Services of the Senate and the House of Representatives a quarterly report, the first of which shall be submitted three months subsequent to the date of enactment of this Act, setting forth the cost, number, and location of housing units constructed or acquired pursuant to the authority contained in this section during the three-month period preceding the date of such report, and setting forth the cost, number, and location of the housing units intended to be constructed or acquired pursuant to such authority during the next succeeding quarter.

SEC. 408. The Secretaries of the military departments are authorized to acquire a total of not to exceed five thousand units of trailers which may be made available at locations both inside and outside continental United States for occupancy by military personnel and their dependents on a rental basis without loss of any allowances for quarters. Resolved by the Senate and House of Representatives of the United States of America in Congress assembled, That section 217 of the National Housing Act, as amended, is hereby amended by striking out "$1,500,000,000, except that with the approval of the President such aggregate amount may be increased by not to exceed $500,000,000" and inserting in lieu thereof "$3.500,000,000".

Providing for the conveyance of the Old Colony project to the Boston Housing

Authority.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That, notwith- Old Colony standing the provisions of any other law, the Housing and Home project, Finance Administrator is authorized and directed to sell and all right, title, and interest of the United States (including any off-site 69 Stat. 448. easements) at fair market value, as determined by him on the basis 69 Stat. 449. of an appraisal made by an independent real estate expert selected by him, in and to War Housing Project MASS-19051, known as Old Colony project, containing eight hundred and seventy-three dwelling units and nondwelling facilities, on approximately eighteen acres of land in Boston, Massachusetts, to the Boston Housing Authority, for use as a relocation project under applicable local law. The sale pursuant to this Act shall be on such terms and conditions as the Administrator shall determine, and the amount received for each project shall be reported by the Administrator to the Banking and Currency Committee of the Senate and the Banking and Currency Committee of the House of Representatives: Provided, That full payment to the United States shall be required within a period of not to exceed thirty years with interest on the unpaid balance not to exceed 5 per centum per annum: Provided further, That the provisions of this Act shall be effective only if the sale is consummated within six months after the time of approval of this Act: And provided further, That the Administrator may extend the time for the consummation of the sale for such additional period or periods of time as he may deem advisable.
