Kentucky. Big Rivers Rural Electric Cooperative Corporation, Henderson, Kentucky, $1,987,000 loan to complete construction of certain generating and transmission facilities authorized under prior REA loans. The funds also will finance system improvements.

Big Rivers, a power supply cooperative, is responsible for the wholesale power requirements of three member distribution systems. These requirements are met primarily through self-generation. The balance of the power is obtained from the Southeastern Power Administration and through arrangements with neighboring suppliers.

Distribution cooperatives comprising Big Rivers' membership provide electric service to approximately 38,000 farm and other rural consumers. The member systems are:

Meade County Rural Electric Cooperative Corporation, Bradenburg. Green River Rural Electric Cooperative Corporation, Owensboro. Henderson-Union Rural Electric Cooperative Corporation, Henderson. The Big Rivers system includes generating facilities of approximately 526,000kilowatts, and 827 miles of transmission line and related facilities. Big Rivers' facilities are located in 14 counties in northwestern Kentucky.

Todd Wadena Electric Cooperative, Wadena, Minnesota, $347,000 loan. This REA loan is made concurrently with a loan from the National Rural Utilities Cooperative Finance Corporation. REA will finance 90 percent of the proposed project, supplemented by 10 percent from CFC.

The funds will finance facilities to serve 160 consumers. Construction proposed includes 17 miles of distribution line and system improvements.

On completion of the facilities provided for in this and prior REA loans, the borrower will be serving 4,735 consumers over 1,744 miles of line in eight counties. Don Blaha is president and Paul Richter is manager. (Minnesota 85Y-2 Todd)

Ohio. The Frontier Power Company, Coshocton, Ohio, $213,000 loan. This REA loan is made concurrently with a loan from the National Rural Utilities Cooperative Finance Corporation. REA will finance 80 percent of the proposed project, supplemented by 20 percent from CFC.

The funds will finance facilities to serve 200 consumers. Construction proposed includes 11 miles of distribution line and system improvements.

On completion of the facilities provided for in this and prior REA loans, the borrower will be serving 4,611 consumers over 1,117 miles of line in seven counties. R. Martin Daugherty is president and Owen D. Manning is manager. (Ohio 55V-2 Coshocton)

Texas. South Plains Electric Cooperative, Inc., Lubbock, Texas, $625,000 loan. This REA loan is made concurrently with a loan from the National Rural Utilities Cooperative Finance Corporation. REA will finance 80 percent of the proposed project, supplemented by 20 percent from CFC.

The funds will finance facilities to serve 1,074 consumers. Construction proposed includes 114 miles of distribution line, five miles of transmission line, and system improvements.

On completion of the facilities provided for in this and prior REA loans, the borrower will be serving 14,155 consumers over 3,054 miles of line in five counties. O. F. Kitten is president and William G. Newton is manager. (Texas 56X-2 Lubbock)

Texas. Tri-County Electric Cooperative, Inc., Azle, Texas, $923.000 loan. This REA loan is being made concurrently with a loan from the National Rural Utilities Cooperative Finance Corporation. REA will finance approximately 80 percent of the proposed project, supplemented by 20 percent from CFC.

The funds will finance facilities to serve 2,100 consumers. Construction proposed includes 113 miles of distribution line and system improvements.

On completion of the facilities provided for in this and prior REA loans, the borrower will be serving 13,380 consumers over 2,211 miles of line in seven counties.

Georgia. The Oconee Electric Membership Corporation, Dudley, Georgia, $430,000 loan. This REA loan is made concurrently with a loan from the National Rural Utilities Cooperative Finance Corporation. REA will finance 90 percent of the proposed project, supplemented by 10 percent from CFC.

The funds will finance facilities to serve 350 consumers. Construction proposed includes 24 miles of distribution line and system improvements.

Indiana. Daviess-Martin County Rural Electric Membership Corporation, Washington, Indiana, $464,000 loan. REA will finance 80 percent of the proposed project, supplemented by 20 percent from CFC.

The funds will finance facilities to serve 210 consumers. Construction proposed includes 15 miles of distribution line and system improvements.

Iowa. Lyon Rural Electric Cooperative, Rock Rapids, Iowa, $133.000 loan. This REA loan is made concurrently with a loan from the National Rural Utilities Cooperative Finance Corporation. REA will finance 80 percent of the proposed project supplemented by 20 percent from CFC.

The funds will finance facilities to serve 13 consumers. Construction proposed includes one mile of distribution line and various system improvements.

Minnesota. Stearns Cooperative Electric Association, Melrose, Minnesota, $320,000 loan. This REA loan is made concurrently with a loan from the National Rural Utilities Cooperative Finance Corporation. REA will finance 80 percent of the proposed project, supplemented by 20 percent from CFC.

The funds will finance facilities to serve 475 consumers. Construction proposed includes 18 miles of distribution line and system improvements.

South Dakota. FEM Electric Association, Inc., Ipswich, South Dakota, $185,000 loan to finance facilities to serve 25 consumers. Construction proposed includes 13 miles of distribution line, and system improvements.

Texas. Bowie-Cass Electric Cooperative, Inc., Douglassville, Texas, $880,000 loan. This REA loan is made concurrently with a loan from the National Rural Utilities Cooperative Finance Corporation. REA will finance 80 percent of the proposed project, supplemented by 20 percent from CFC.

The funds will finance facilities to serve 835 consumers. Construction proposed includes 48 miles of distribution line, 13 miles of transmission line and system improvements.

REA AND TELEPHONE BANK APPROVE SIX LOANS

WASHINGTON, July 21.-The Rural Electrification Administration and the Rural Telephone Bank have approved loans to six rural telephone systems totaling $8,390,700, the U.S. Department of Agriculture announced today. In

cluded are four bank loans totaling $6,040,650 and two loans made concurrently by REA and RTB for $2,350,050.

The Rural Telephone Bank is an agency of the Federal Government and operates in conjunction with the Rural Electrification Administration to provide supplemental financing for the REA telephone loan program.

The loans will finance 214 miles of new line, two dial central office buildings, and improvements to existing facilities. The new construction and system improvements will result in service for 3,784 additional subscribers, and upgraded service for other people on the lines.

Telephone systems receiving the loans are located in Alabama, Kansas, Maine, Pennsylvania, South Carolina and Tennessee. A portion of the Kansas loan is for use in Missouri.

JULY 19, 1972

Alabama. Tri-County Telephone Company, Incorporated, Ashland, Alabama, $2.205.000 Rural Telephone Bank loan to upgrade existing service to one and four-party lines in the existing Ashland exchange, and in the proposed Millerville and Mellow Valley exchanges, and to finance facilities to connect 776 subscribers. Also included are funds to construct new dial central office buildings in the Millerville and Mellow Valley exchanges, to install new toll facilities, and to construct 77 miles of new line.

On completion of facilities provided for under this loan, and prior REA loans, the borrower will be serving 8,750 subscribers over 1,664 miles of line in five counties. The system's 12 exchanges now provide dial service to approximately 7,184 subscribers. Wilbur D. Nolan is president and DeForest M. Nolan is manager. (Alabama 540E-5 Ashland)

Kansas. Mo-Kan Dial Company, Inc., Louisburg, Kansas, $464,000 REA loan and $174,300 Rural Telephone Bank loan. These loans are being made concurrently to upgrade existing service to all one-party lines throughout the system; to connect 180 subscribers; and to make various system improvements. Included are funds to install additional toll and direct-distance dialing facilities, to construct an addition to the dial central office building in the Louisburg exchange, to replace a major portion of overhead lines with buried cable, and to construct seven miles of new line.

On completion of facilities under these loans, and prior REA loans, the borrower will be serving 1,373 subscribers over 231 miles of line in Miami County, Kansas, and Cass County, Missouri. The system's two exchanges now provide dial service to approximately 1,193 subscribers. Of the funds in this loan $377,000 are for Kansas and $261,300 for Missouri. John E. Maine. Hartland & St. Albans Telephone Company, Hartland, Maine, $361,200 Rural Telephone Bank loan to finance facilities to connect 305 subscribers, and to make various system improvements. Included are funds for the expansion and improvement of commercial facilities in the Hartland exchange, and for the construction of 18 miles of new line.

On completion of facilities provided for under this loan, and prior REA loans, the borrower will be serving 1,591 subscribers over 253 miles of line in two counties. The system's three exchanges now provide dial service to approximately 1,286 subscribers. Arthur L. Moulton is president and Lloyd Hubbard is manager. (Maine 518F-5 Hartland)

JULY 21, 1792

Pennsylvania. Brookville Telephone Company, Export, Pennsylvania, $928,200 Rural Telephone Bank loan to finance facilities to connect 280 subscribers in the Knox, Rockland and Shippenville exchanges, to upgrade existing service in these exchanges to all one-party service and provide for system improvements. On completion of facilities provided for under this loan, and prior REA loans, the borrower will be serving 15,339 subscribers over 1,782 miles of line in portions of nine counties in western Pennsylvania. The system's 17 exchanges now provide dial service to 15,059 subscribers. Harold G. Payne is president and manager. (Pennsylvania 518F-5 Brookville)

South Carolina. Piedmont Rural Telephone Cooperative, Inc., Laurens, South Carolina, $1,465,000 REA loan and $246,750 Rural Telephone Bank loan. The leans, will finance facilities to upgrade telephone service to all one-party lines

in the Enoree, Waterloo and West End exchanges, and to make related system improvements. The funds also will finance facilities to connect 615 additional subscribers. The cooperative proposes to construct additions to the dial central office buildings in the Waterloo and West End Exchanges; and to construct 60 miles of new line.

On completion of facilities under these loans, and prior REA loans, the borrower will be serving 5,371 subscribers over 1,227 miles of line in four counties. The system's six exchanges now provide dial service to approximately 4,520 subscribers. J. W. Tinsley is president and Jerry S. Stoddard is manager. (South Carolina 503K2, K6 Piedmont)

Tennessee. Millington Telephone Company, Inc., Millington, Tennessee, $2,546,250 Rural Telephone Bank loan to upgrade existing service in the Millington, Stanton and Mason exchanges to all one-party lines, and to finance facilities to serve 1,628 subscribers. Also included are funds to construct an addition to the dial central office building in the Mason exchange, and to construct 52 miles of new line.

On completion of facilities provided for in this loan, and prior REA loans, the borrower will be serving 10,569 subscribers over 1,054 miles of line in four counties. The system's seven exchanges now provide dial service to approximately 8,693 subscribers. W. S. Howard is president and manager. (Tennessee 530M-5 Millington)

REA PROGRAMS SET RECORD HIGHS IN FISCAL YEAR 1972

WASHINGTON, July 25.-Secretary of Agriculture Earl L. Butz said today that fiscal 1972 was "one of the most successful years in the history of the Rural Electrification Administration." The Secretary complimented REA Administrator David A. Hamil, and the agency's borrowers, for achievements that "assure continued progress in the improvement and expansion of electric and telephone services in keeping with the growing needs of millions of rural Americans."

The Secretary pointed to loans by the National Rural Utilities Cooperative Finance Corporation (CFC), and the Rural Telephone Bank, as examples of these achievements. "During the past year and for the first time," Secretary Butz said, "full benefits were reaped of efforts to bring supplemental financing into the rural electric and telephone programs." He noted that of the more than $1 billion of financing for these systems in fiscal 1972, almost half came from sources other than REA.

Administrator Hamil added that while more capital was committed to REAfinanced systems in fiscal 1972 than during any yearly period in the 37-year history of the agency, fiscal 1973 promises to be even better.

"CFC loaned $133.2 million last year, its first full fiscal year of operation. The Telephone Bank was in operation less than a year but it loaned $90.9 million came in. Our predictions for a greater year in fiscal 1973 are based on anticipated increases in capital from these sources and continuation of REA loans at the same high levels as the past year," Mr. Hamil said.

In addition to record financing, the Administrator said new yearly highs were set in the number of electric loans approved, 467, and in electric loan funds advanced to borrowers, $418.5 million. He cited these other program highlights in fiscal year 1972:

Creation of 34,846 new jobs for rural people through 820 rural development projects launched with the help of REA electric and telephone borrowers.

"Seed money" loans of $110 mililon for $365.6 million of generation and transmission facilities in Kentucky and Missouri.

Service for an additional 240,111 electric consumers and new or improved service for another 227,810 rural telephone subscribers.

The new jobs were based on a 1971 survey of rural community development activities of REA borrowers. They brought to 134,139 the number of jobs created in the last three years through local development projects launched with the help of REA-financed rural electric and telephone systems.

REA electric loans of $438.3 million in fiscal 1972 pushed cumulative loans in this program past the $8 billion mark. Telephone loans of $133.6 million brought the total in this program to more than $2 billion. Of these amounts $7.2° billion had been advanced to electric borrowers for investment in their local facilities, and almost $1.8 billion had been advanced to telephone borrowers.

The Federal Government received more than $267.8 million during fiscal year 1972 in payments by REA electric borrowers on the principal and interest of their loans. These brought to $3.8 billion cumulative payments to the Government through June 30, 1972.

Payments by telephone borrowers during the year exceeded $67.8 million, bringing to $569.4 million total payments in this program.

By year's end, REA-financed rural electric and telephone systems were serving more than 25 million rural people in 2,700 of our Nation's 3,100 counties.

REA ELECTRIFICATION LOANS TO BENEFIT 14,538 ADDITIONAL CONSUMERS WASHINGTON, July 28.-Electric service will reach 14,538 additional consumers as the result of loans approved by the Rural Electrification Administration, the U.S. Department of Agriculture announced today.

Loans totaling $37,401,000 to 26 REA borrowers will be used to construct 909 miles of distribution line, 376 miles of transmission line and 41 substations. The funds also provide for extensive improvements to existing facilities. The new construction and system improvements will enable the borrowers to connect the additional consumers and to meet the expanding electric power needs of people already being served.

Included are loans to two power supply cooperatives which are responsible for the wholesale power requirements of 40 member distribution systems serving approximately 211,000 farm and rural consumers.

Borrowers receiving the loans are located in Alaska, Alabama, Colorado, Illinois, Indiana, Minnesota, Mississippi, Missouri, Montana, New Jersey, North Carolina, Ohio, Oklahoma, Oregon, Pennsylvania, Texas, Virginia, Wisconsin, and Wyoming. A portion of the Virginia loan is for Maryland; a Colorado loan for Wyoming; and the Alabama loan for Florida.

Twenty-four of the loans involve supplementary financing from the National Rural Utilities Cooperative Finance Corporation.

JULY 24, 1972

Minnesota.-Mille Lacs Electric Cooperative, Aitkin, Minnesota, $262,000 loan. This REA loan is made concurrently with a loan from the National Rural Utilities Cooperative Finance Corporation. REA will finance 90 percent of the proposed project, supplemented by 10 percent from CFC.

The funds will finance facilities to serve 315 consumers. Construction proposed includes 16 miles of distribution line and system improvements.

On completion of the facilities provided for in this and prior REA loans, the borrower will be serving 7,893 consumers over 1,369 miles of line in three counties. Hubert V. Jacobson is president and E. A. Poole is manager. (Minnesota 81X-2 Aitkin)

Montana. Tongue River Electric Company, Inc., Ashland, Montana, $557,000 loan. This REA loan is made concurrently with a loan from the National Rural Utilities Cooperative Finance Corporation. REA will finance 90 percent of the proposed project, supplemented by 10 percent from CFC.

The funds will finance facilities to serve 115 consumers. Construction proposed includes 15 miles of distribution line, 27 miles of transmission line and system improvements.

On completion of the facilities provided for in this and prior REA loans, the borrower will be serving 2,953 consumers over 2,168 miles of line in eight counties. James L. Mullin is president and James A. Richards is manager. (Montana 33T2 Custer)

New Jersey. Sussex Rural Electric Cooperative, Sussex, New Jersey, $246,000 loan. This REA loan is made concurerntly with a loan from the National Rural Utilities Cooperative Finance Corporation. REA will finance 80 percent of the proposed project, supplemented 20 percent from CFC.

The funds will finance facilities to serve 185 consumers. Construction proposed includes 10 miles of distribution line and system improvements. Provision also is made for the completion of one substation.

On completion of facilities provided for in this prior REA loans, the borrower will be serving 4,910 consumers over 345 miles of line in one county in New Jersey and one county in New York.
