9 "(1) The term 'comprehensive and coordinated system' means a system for providing all necessary social services and nutrition services in a manner designed to "(A) facilitate accessibility to and utilization of all social services and nutrition services provided within the geographic area served by such system by any public or private agency or organization; "(B) develop and make the most efficient use of social services and nutrition services in meeting the needs of older persons; and "(C) use available resources efficiently and with a minimum of duplication. "(2) The term 'information and referral service' means a location where the State or any public or private agency or organization (A) maintains current information with respect to the opportunities and services available to older persons, and develops current lists of older persons in need of services and opportunities, and (B) employs a specially trained staff to inform older persons of the opportunities and services which are available, and assists such persons to take advantage of such opportunities and services. "(3) The term 'long-term care facility' means any skilled nursing facility defined in section 1861 (j) 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 10 of the Social Security Act, any intermediate care facili ty defined in section 1905 (c) of the Social Security Act, any nursing home defined in section 1908 (e) of the Social Security Act, and any other adult care home for older persons. "(4) The term 'planning and service area' means an area specified by a State agency under section 305 (a) (1) (E). "(5) The term 'State' means each of the States, the District of Columbia, the Commonwealth of Puerto Rico, Guam, American Samoa, the Virgin Islands, the Trust Territory of the Pacific Islands and the Northern "(6) The term 'State agency' means the State agency designated by the State under section 305 (a) (1). "(7) The term 'unit of general purpose local gov ernment' means "(A) a political subdivision of the State whose authority is general and not limited to only one function or combination of related functions, or "(B) an Indian tribal organization. 23 "AUTHORIZATION OF APPROPRIATIONS; USES OF FUNDS 24 25 "SEC. 303. (a) There are authorized to be appropriated for the fiscal year 1979, $ for the 2 year 1980, and $ 11 for the fiscal year 1981 for the purpose of making grants under part B (social serv 3 ices) of this title. 4 "(b) (1) There are authorized to be appropriated for the fiscal year 1979, $ 5 $ 6 fiscal year 1980, and $ for the for the fiscal year 1981 7 for the purpose of making grants under subpart 1 of part C 8 (congregate nutrition services) of this title. "(2) There are authorized to be appropriated $ 9 10 for the fiscal year 1979, $ for the fiscal for the fiscal year 1981 for the 11 year 1980, and $ 12 purpose of making grants under subpart 2 of part C (home 13 delivered nutrition services) of this title. 14 "(c) There are authorized to be appropriated $ 17 purpose of making grants under part D (multipurpose "(d) (1) There are authorized to be appropriated 20 for the fiscal year 1979, $ for the 21 fiscal year 1980, and $ for the fiscal year 1981 22 for the purpose of making grants under subpart 1 of part E "(2) There are authorized to be appropriated $ 25 for the fiscal year 1979, $ for the fiscal 12 1 year 1980, and $ for the fiscal year 1981 for 2 the purpose of making grants under subpart 2 of part E 3 (ombudsman services) of this title. 4 (e) Grants made under parts B, C, and D and subpart 5 1 of part E of this title may be used for paying part of the 6 cost of 7 8 9 10 11 12 13 "(1) the administration of area plans by area agencies on aging designated pursuant to section 305 (a) (2) (A) including the preparation of area plans on aging consistent with section 306 and the evaluation of activities carried out under such plan; "(2) the development of comprehensive and co ordinated systems for the delivery of social services, 14 congregate and home delivered nutrition services, the development and operation of multipurpose senior centers, and the delivery of legal services; and 15 16 19 "(8) the activities carried out pursuant to section 20 "ALLOTMENT; FEDERAL SHARE "SEC. 304. (a) (1) From the sums appropriated to 21 carry out part B, part C, part D, or part E for any fiscal 22 year pursuant to subsections (a), (b), (c), and (d) of sec23 tion 303, the Commissioner shall allot to each State from 24 each such amount an amount which bears the same ratio 25 to such amount as the population aged 60 or over in such 31-8130-79-10 5 13 1 State bears to the population aged 60 or over in all States, 2 except that (A) no State shall be allotted less than one-half 3 of 1 per centum of the sum appropriated for the fiscal year 4 for which the determination is made; (B) Guam, American Samoa, the Virgin Islands, the Trust Territory of the 6 Pacific Islands, and the Northern Mariana Islands, shall be 7 allotted not less than one-fourth of 1 per centum of the sum 8 appropriated for the fiscal year for which the determination 9 is made; and (C) no State shall be allotted an amount less 10 than the State received for the fiscal year ending June 30, 11 1973, for the purposes described in such section 303. For 12 the purpose of the exception contained in clause (A) of 13 this paragraph only, the term 'State' does not include Guam, 14 American Samoa, the Virgin Islands, the Trust Territory of 15 the Pacific Islands, and the Northern Mariana Islands. 16 "(2) The number of persons aged 60 or over in any 17 State and in all States shall be determined by the Commis18 sioner on the basis of the most recent and satisfactory data 19 available to him. 20 21 222 "(b) Whenever the Commissioner determines that any amount allotted to a State for a fiscal year for part B, C, 22 D, or E will not be used by such State for carrying out the 23 purpose for which the allotment was made, he shall make 24 such allotment available for carrying out such purpose to 25 one or more other States to the extent he determines that |
