PRICE EXCEPTIONS By: P. Lance Graef Assisted by: Mark Kramer The following paper discusses the price exception policy and process as it evolved during the Program. (Wage exceptions are treated in the papers on Wage Stabilization Policies and Case Processing.) Formal decision announcements which are included in an appendix, indicate both the need for exceptions relief in a broad controls program and the complexity of the issues raised in connection with exceptions policy. Mr. Graef was most recently Director of the Exceptions and Reconsiderations Division of the Office of Price Stabilization during Phase IV. A graduate of Gettysburg College, Mr. Graef joined the Cost of Living Council staff in January, 1972 after an eight year association with the Peace Corps. He is currently on the staff of the Office of the Special Representative for Trade Negotiations. Mr. Kramer is attending Oberlin College. Ms. Marra attended Loyola University in Rome, Italy and graduated from Dumbarton College of Holy Cross in 1972, with a major in history. She joined the Exceptions and Reconsiderations Division of the Cost of Living Council in October, 1973. |
