REHABILITATION ACT AMENDMENTS OF 1974

The subcommittee met, pursuant to notice, at 10 a.m., room 4232, Dirksen Senate Office Building, Senator Alan Cranston presiding pro tempore.

Present: Senators Randolph, Cranston, and Stafford.

Senator CRANSTON. The hearing will please come to order.

Chairman Randolph has been delayed, but will hopefully be with us a bit later.

This morning we are receiving testimony on S. 3108, S. 3381, H.R. 14225, and related measures to extend and improve the vocational rehabilitation program.

As I was in 1972 and 1973, I am very privileged to have been asked by Senator Randolph, the permanent chairman of the Subcommittee on the Handicapped, to chair the subcommittee for purposes of consideration of this legislation, which would amend the Rehabilitation Act of 1973 (Public Law 92-112), on which Senator Randolph, Senator Stafford, Senator Williams, and I and other committee members collaborated so closely.

On May 21, 1974, the House passed H.R. 14225 to extend the authorization of appropriations for all of the programs authorized under the Rehabilitation Act of 1973 by 1 year through fiscal year 1976 and to specify an authorization figure for the basic State grant program of $720 million as compared to the figure for fiscal year 1975 of $680 million.

Earlier this year, on March 5, 1974, Senator Stafford had introduced S. 3108 to transfer the Rehabilitation Services Administration (RSA), which is the principal agency carrying out the basic vocational rehabilitation program under the Rehabilitation Act within HEW, to the Office of the Assistant Secretary for Human Development. The House passed bill, H.R. 14225, proposed to remove RSA from the Social and Rehabilitation Service (SRS) and make it report directly to the Office of the Secretary.

The intention of both of these reorganizations was to remove RSA from SRS.

Senator Randolph, Senator Williams, Senator Mondale, Senator Javits, Senator Taft, Senator Beall, and I all joined Senator Stafford in cosponsoring this measure.

Be it enacted by the Senate and House of Representa

2 tives of the United States of America in Congress assembled, 3 That the first sentence of section 3 (a) of the Rehabilitation

Act of 1973 is amended by inserting after the word "in"

5 the following: "the Office of Human Development of".
