To study, assces, and make recommendations
for 1) general and special policy and imple-
mentation considerations, and 2) demonstration
projects to tort feasibility of service methods
to meet rehabilitation 1eeds of ESH.

Question B.

Lead:

How can efforts to prepare DSH for VR be
measured?

Cost and benefit factors and other processes for measuring the coct and impact of rehabilitating DSH for improved functioning in activities of daily living ust be identified.

How can efforts to rehabilitate DSH for ADL be measured?

Cost and benefit factors and other processes for measuring the cost and impact of rehabilitating ISH for improved functioning in activities of daily living must be identified.

What substantive findings of the study
suggest or require further develerant or
testing through research and/or demonstration
projects?

Subjects for research and demonstrations may
include rehabilitation methods thich result
fre specific study findings; adaptations of
new technological advances in service de-
livery systems; programs worthy of replication
for evaluation; analysis concerning budgets,
benefits, management, and the general economics
of cerving Dil.

What priority should be assigned to sub-
atentive topics identified for further
research and/or demonstration?

A ranking or scaling of research and
demonstration avens similar to those utilized
by progres in preparing strategies for
directed research might be prepared. Pri-
orities may be assigned within categories
of research relating to the study's objectives.

What methodologies, models, approaches, or
similar considerations of research and
demonstration practice should be utilized
in developing protocols for the suggested
R&D projects?

Particular attention might be dream to R&D
methods used by or discovered by the con-
tractor during the study.

What model approaches identified during the study are ready for immediate implementation by rehabilitation agencies serving the I13?

Kodel approaches might be identified and
abstracted in a manner similar to approaches
uned by Research Utilization staff of SRS
and KU projects in State VR agencies.

b.

A study and malysis of the possible coordination of programs within 2 vhich do contribute or night contribute to meeting the comprehensive service needs of 151 as determined by the findings of the study.

Collect data on costs and benefits (rehabilitation success
rates, ZDL success rates, etc.) needed to compare and catinate
the Federal budgetmy criect of providing comprehensive service
needs to ISH, both on a short and long tera basic.

c. Prepare an initial cost/benefit analysia bered on the various service alternatives found needed to cerva Sil providing a rationale for choosing the "best" alternative,

d. On the basis of findings, offer cuggestions or designs for demonstrations or experiments to test end validate significant tenucus findings concerning model delivery systeza or approaches, conto, benefits, program coordination, etc.

c.

Suggest report recommendations which can be considered by the Department for the final report. These should treat watters of policy as a primary focus.

Location of Work and Necessary Travel:

The study must address the comprehensive service needs of IMSH
on a national scope (that is, not every State need be included,
but the study, by design, must be representative of the national
problem). It is understead that the örganization or consortium
conducting the study will be required to engage in extensive travel
to perform the various activities necessary to develop information
of national scope and significance. Periodic travel to coordinate
the study with the central office of RSA in Washington will be
essential.

5. Number and Type of Personnel Needed:

6.

It is expected that the study will require a level of effort of about 20 an years.

Period of Performance and the Sequence of Work

The Contract will begin on June 30, 1974. The final draft report must be submitted to SRS no later than January 15, 1975. Submittal of appendices and technical backup reports shall be completed by no later than May 31, 1975. Final printing and distribution shall also be completed no later than May 31, 1975.

A "preliminary schedule" detailing the activities of this study is depicted on page 25 and reflects the approximate time frames for the various intermediate elements in the Contract Scope of Work. The Contractor agrees to provide by no later than July 30, 1974, a. "Final Ec specifying firm dates for completion of the individual elements detailed in the "preliminary schedule." The "final schedule" shall be submitted to SRS for review, and upon acceptance by the project officer will be incorporated herein by a modification to this Contract.

The dates for submittal of the Final Report (January 15, 1975) and the completion of the Contract (May 31, 1975) are firm requirements. These critical dates are based on the Congressional requirement of a report due on February 1, 1975, and shall not be changed unless there is a Congressional extension of the report due date. In the event Congress extends the report due date of February 1, 1975, the budget, period of performance and completion dates specified in the Contract may be renegotiated at the request of either party.
