Today, the committee will hold hearings on the Air Force's fiscal year 1984 procurement budget request. The procurement budget of the Air Force has been increasing at an enormous rate. In the fiscal year 1984 budget, the Air Force request represents 41.3 percent of DOD's total procurement budget. The fiscal year 1982 budget for Air Force procurement was $23.5 billion, the fiscal year 1984 request is $38.9 billion, and the projected level for Air Force procurement in fiscal year 1985 is $52.9 billion. These enormous funds for this single account raise serious questions about affordability; and raise serious questions about what, if any, further commitments should be made to multi-year procurement in this account. The committee intends to hold separate hearings, in the future, concerning the recommendations of the President's Commission on Strategic Forces regarding the basing plan for the MX missile; and the Air Force recommendations for multi-year procurement for the B-1B. Today, the committee intends to discuss a wide variety of issues, including the affordability of the Air Force's aircraft procurement five-year plan, the Air Force's "affordable acquisition approach," tactical aircraft, strategic airlift-aircraft, the Air Force's acquisi |
