GOVERNMENT OF THE DISTRICT OF COLUMBIA,

Hon. JOHN L. MCMILLAN,

Chairman, Committee on the District of Columbia,

EXECUTIVE OFFICE Washington, March 21, 1968.

United States House of Representatives, Washington, D.C.

DEAR MR. MCMILLAN: On March 20, 1968, in the course of hearings before Mr. Dowdy's Special Investigating Subcommittee on several bills to increase the salaries of District teachers and school officers, Dr Joseph M. Carroll, speaking for the Superintendent of Schools, proposed the inclusion in the teachers' salary schedule of the position of Associate Superintendent. This proposal was in accordance with a recent reorganization of the top administrative functions in the school system, recommended in the Columbia University Study of the District of Columbia Public School System.

The Commissioner of the District of Columbia, in recognition of the fact that this aspect of the reorganization of the school system meets with the approval of the Board of Education, accordingly recommends that the position of Associate Superintendent be included in teacher pay legislation.

The District has recommended the enactment of H.R. 14526 with the first phase pay schedule effective October 1, 1967 and the second phase pay schedule effective July 1, 1968. Therefore, the District recommends that Class 2 in the first phase salary schedule for teachers in H.R. 14526 be amended to read as follows: "Class 2:

A. Deputy Superintendent_

B. Associate Superintendent__

28, 000 25, 000"

In addition, the District recommends that Class 2 in the second phase salary schedule for teachers in H.R. 14526 be amended to read as follows:

"Class 2:

A. Deputy Superintendent.

B. Associate Superintendent....

30, 000 27,000"

The additional cost of the District's proposal, if these amendments are incorporated, would be $45,450 for Fiscal Year 1968 and $96,600 for Fiscal Year 1969. Sincerely yours,

THOMAS W. FLETCHER,

Assistant to the Commissioner

(For Walter E. Washington, Commissioner).
