Exhibit 4 shows a comparison of "forecast" of 1971 available supply of off-street parking spaces with "actual" availability. Whereas the study referred to predicted an attrition of parking spaces in the Central Business District from 43,421 spaces as of June 1, 1961 to 22,775 available spaces by 1971, actually, as Exhibit 4 reflects even as of June 1, 1965, total available spaces had risen to 51,442, an annual in crease of almost 2,000 spaces. This same annual rate of increase in available space has continued to 1967, as shown in Exhibits 1 and 2 with 55,399 available space as of September 1, 1967.

Thus comparing the actual off-street parking supply with the forecast need, th result shows the supply to be far in excess of forecast needs for the Central Busines District.

Exhibit 5 summarizes the steady growth from 1930 to 1965 in the number o off-street parking spaces by zones in the Central Business District.

Exhibit 6 reflects the decline in retail sales from 1948 to 1963 in the Centra Business District.

Note: On basis of alleged deficiency, Edwards & Kelcey recommended construction by a public authority of 21 multidecked parking garages with a capacity for 11,000 vehicles, costing an estimated $22 million, to bring the CBD total to 6,330 spaces in lots and 27,445 in garages.

As of June 1, 1965, there were 27,358 spaces in lots and 24,064 in garages.

Planning to meet the forecast need for 1971 with a balanced transportation system would thus require the elimination of 21,028 off-street parking lot spaces and the addition of between 3,000 and 4,000 off-street garage spaces in the six-year period from 1965 to 1971. In the past, new garage construction has substantially exceeded this rate.
