"(c) There shall be a Deputy Administrator of the Ad5 ministration who shall be appointed by the President, by and

with the advice and consent of the Senate, and shall perform

such duties and exercise such powers as the Administrator

may prescribe. The Deputy Administrator shall act for, and

exercise the powers of, the Administrator during the absence

or disability of the Administrator or in the event of a vacancy in the office of Administrator.

"(d) There shall be two Associate Administrators of

the Administration who shall be appointed by the Presi14 dent, by and with the advice and consent of the Senate, and 15 shall perform such duties and exercise such powers as the 16 Administrator shall prescribe, with the stipulation that one 17 Associate Administrator shall be responsible for advising 18 and assisting the Administrator with respect to the engineer19 ing and natural science aspects of the Administration's pro20 grams, and the other Associate Administrator shall be re

sponsible for advising and assisting the Administrator with 22 respect to the behavioral and social science aspects of the

23 Administration's programs.

"(e) (1) Section 5314 of title 5, United States Code,

"NEW CITIES RESEARCH ADVISORY COUNCIL

"SEC. 205. (a) There is hereby established a New 17 Cities Research Advisory Council to be composed of fifteen 18 members appointed by the Director for terms of three years, 19 and of six ex officio members as designated in section 205 20 (c). Appointed members shall be chosen from among persons who have, by reason of experience or professional accomplishments, demonstrated their special qualifications to

serve on the Council, in equal numbers from among the fol24 lowing

"(b) (1) Of the members first appointed, five shall be

8 appointed for a term of one year, five shall be appointed for

a term of two years, and five shall be appointed for a term

of three years, as designated by the Director at the time

11 of appointment.

"(2) Any member appointed to fill a vacancy occurring prior to the expiration of the term for which his predecessor

appointed shall be appointed only for the remainder of

such term. Members shall be eligible for reappointment and

may serve after the expiration of their terms until their

successors have taken office.

"(3) Any vacancy on the Council shall not affect its

powers, but shall be filled in the same manner by which the original appointment was made.

"(4) Appointed members of the Council shall, while

serving

on business of the Council, be entitled to receive.

compensation at rates not to exceed $125 per diem, including

traveltime, and while so serving away from their homes or

regular places of business, they may be allowed travel ex

penses, including per diem in lieu of subsistence, in the same

manner as the expenses authorized by section 5703 (b) of 3 title 5, United States Code, for persons in the Government 4 service employed intermittently.

"(c) The Council shall annually elect one of its mem6 bers to serve as Chairman until the next election. The Coun7 cil shall meet at the call of the Chairman, but not less often 8 than four times a year. The Administrator; the Assistant

Secretary of Commerce for Science and Technology; the Assistant Secretary of Health, Education, and Welfare for 11 Health and Scientific Affairs; the Assistant Secretary of

12

Housing and Urban Development for Research and Tech13 nology; the Assistant Secretary of Labor for Manpower; 14 and the Assistant Secretary of Transportation for Systems 15 Development and Technology shall be ex officio members of 16 the Commission. Eight members of the Council shall con17 stitute a quorum necessary for the transaction of official 18 business.

"(d) The Council shall

“(1) advise the Director with respect to his responsibilities under this title;

"(2) review and evaluate the effectiveness of

Federal programs under this title;

"(3) prepare and submit to the Director such in

terim reports as it deems advisable, and an annual report

of its findings and recommendations, together with any recommendations for changes in the provisions of this title; and

"(4) publicize its findings and recommendations to

such extent and in such manner as it deems effective and advisable.

"(e) The Director shall make available to the Commission such staff, information, and other assistance as it

may require to carry out its activities.

"PROGRAMS AUTHORIZED

"SEC. 206. In order to carry out the purposes of this

title, the Foundation is authorized and directed to

"(1) initiate and support programs of applied research and experimentation, in order to design and demonstrate the applicability of advanced technology in the development of new cities;

"(2) make maximum effective use of the Nation's pool of scientific and technical manpower, including those who are unemployed;

"(3) test the technological systems which are de

veloped under this title, and evaluate the results of such tests in terms of applicable technical, economic, social, environmental, and esthetic factors.

"(4) disseminate and demonstrate the results of

programs conducted or assisted under this title so that
