(5) Fire safety study and report (42 U.S.C. 1437f). Due no later than 1 year after the enactment of the Omnibus Budget Reconciliation Act of 1981.

Housing and Community Development Act of 1980 (P.L. 96–399, approved October 8, 1980):

(1) Follow-up study and report on involuntary displacement (42 U.S.C. 5313 note). Report due no later than March 30, 1981. (2) Report on the adequacy, effectiveness, and equity of the community development grant formula (42 U.S.C. 5301). Report due no later than January 1, 1983.

(3) Study and report concerning the effects of limits upon the number of individual homes assisted under section 235 subdivisions (12 U.S.C. 1715z note). Due by January 1, 1982.

(4) Replacement of categorical housing assistance programs with a housing assistance block grant program (94 Stat. 1638). Report due not later than March 31, 1981.

(5) Report by the neighborhood reinvestment corporation (in conjunction with HUD and the National Consumer Cooperative Bank) on the mutual housing association demonstration (42 U.S.C. 8106 note). Due no later than September 30, 1981. (6) Home mortgage delinquency study and report (94 Stat. 1646). Report due no later than April 1, 1981.

(7) Nontraditional housing for Indians and Alaskan Natives (12 U.S.C. 1715d note). Due no later than 18 months after enactment of the Housing and Community Development Act of 1980.

(8) Report on HUD refusal to undertake FNMA proposed mortgage-backed securities program (12 U.S.C. 1723a note). If HUD rejects, or approves conditionally, such a proposal, the Secretary must file a report within 90 days of the submission of the proposal explaining the reason why unconditional approval was not given.

(9) Thermal standards report (94 Stat. 1652). Report due August 1, 1981

(10) Report on negotiated FHA interest rates (12 U.S.C. 17091). Report due March 1, 1982.

(11) Report on FNMA proposals to implement its authority to deal in home improvement loans (12 U.S.C. 1717 note). If HUD rejects, or accepts only on a conditional basis, an FNMA proposal, the Secretary must file a report within 75 days of the submittal of the proposal, explaining why unconditional approval was not granted.

(12) Report under the Public Housing Security Demonstration Act of 1978 (12 U.S.C. 1701z-6 note). Report due 18 months after enactment of the Housing and Community Development Act of 1980

(13) Study and report on the role of FHA mortgage and loan insurance programs in moderating home costs, assisting home ownership, and assuring new home construction and adequate

flow of capital into mortgage markets (94 Stat. 1655). Report due March 1, 1981.

Housing and Community Development Amendments of 1979 (P.L. 96-153, approved December 21, 1979):

(1) Report on conversion of rental housing to condominium and cooperative ownership (42 U.S.C. 5304 note). Due no later than 6 months after enactment of the Housing and Community Development Amendments of 1979.

(2) Study and report on minimum rent payments in assisted housing (42 U.S.C. 1437f note). Report due no later than February 7, 1980.

(3) Study and report comparing rents paid in assisted and unassisted housing by tenants at equivalent income levels (42) U.S.C. 1437f note). Report due not later than March 1, 1980.

(4) Study and recommendations regarding relative risks of loss in mortgages insured under sections 203(b) and 213 of the National Housing Act (12 U.S.C. 1709 note). Due no later than 18 months after enactment of Housing and Community Development Amendments of 1979.

(5) Study and recommendations concerning alternatives to fixed maximum amounts for FHA mortgages (12 U.S.C. 1709 note). Due no later than March 1, 1980.

(6) Report on reduction of costs under the section 202 program (housing for the handicapped and elderly) (12 U.S.C. 1701q note). Due no later than 6 months after the enactment of the Housing and Community Development Amendments of 1979.

(7) Report on housing needs of the elderly and handicapped in rural areas (12 U.S.C. 1701q note). Due no later than 6 months after the enactment of the Housing and Community Development Amendments of 1979.

(8) Report on encouragement of individual ownership of manufactured home lots (12 U.S.C. 1703 note). Due no later than March 31, 1980.

Housing and Community Development Amendments of 1978 (P.L. 95-557, approved October 31, 1978):

(1) Interim report on the use of section 312 funds for multifamily properties (42 U.S.C. 5313). Report to be submitted "as soon as feasible" but no later than December 1, 1979.

(2) Study and report on section 8 housing for large families (42 U.S.C. 1437f note). Report due no later than 1 year after the enactment of the Housing and Community Development Amendments of 1978.

(3) Report on the Installation of solar energy systems in HUD projects, to be made by the Secretary of HUD in conjunction with the Secretary of Energy (12 U.S.C. 1701z-13(d)). Report due within 18 months of the enactment of the Housing and Community Development Amendments of 1978.

(4) Study and report on underground construction of residential housing (12 U.S.C. 1701z-9 note). Report due no later than 1 year after date of enactment of the Housing and Community Development Amendments of 1978.

(5) Plan on the liquidation of crime insurance and riot reinsurance programs (12 U.S.C. 1749bbb). Plan due on September 30, 1981.

(6) Study and report on involuntary displacement (42 U.S.C. 5313 note). Report due no later than January 31, 1979.

(7) Report on State and local government adoption of model rehabilitation guidelines (12 U.S.C. 1701z-10(b)). Report due 36 months after enactment of the Housing and Community Development Amendments of 1978.

National Energy Conservation Policy Act (P.L. 95-619, approved November 9, 1978):

Residential energy efficiency standards study (42 U.S.C. 8232). Due no later than 1 year after the enactment of the National Energy Conservation Policy Act.

Housing and Community Development Act of 1977 (P.L. 95-128, approved October 12, 1977):

(1) Report on adequacy, effectiveness, and equity of the community development block grant formula (42 U.S.C. 5306(1)). Due no later than September 30, 1978.

(2) Small cities study (42 U.S.C. 5313 note). Report due no later than 1 year after the enactment of the Housing and Community Development Act of 1977.

(3) Study and report on payments made in lieu of taxes under the United States Housing Act of 1937 (42 U.S.C. 1437d note). Report due no later than 12 months after the date of enactment of the Housing and Community Development Act of 1977.

(4) Study and report on the success of FNMA in achieving the purposes of the FNMA Charter Act (12 U.S.C. 1723a). Report due by July 1, 1978.

Housing Authorization Act of 1976 (P.L. 94-375, approved August 3, 1976):

(1) Study and report on how to protect buyers from undisclosed defects in home sales (12 U.S.C. 1735b(e)). Report due no later than March 1, 1977.

(2) Study and report on the need for counseling of mortgagors (12 U.S.C. 1701z(8)). Interim report containing estimate as to date of completion of final report due within 1 year of August 3, 1976.

Housing and Community Development Act of 1974 (P.L. 93-383, approved August 22, 1974):

(1) Study and report on the allocation of community development funds (42 U.S.C. 5306(1)). Report due no later than March 31, 1977.

(2) Study and report on State construction and safety standards for used manufactured homes (42 U.S.C. 5425(c)). Report due as soon as is practicable but no later than 1 year after date of enactment of the Housing and Community Development Act of 1974.

(3) Report on expanded experimental housing allowance program (12 U.S.C. 1701z-3(c)). Report due no later than 18 months after enactment of the Housing and Community Development Act of 1974.

(4) Report on HUD solar energy demonstrations (12 U.S.C. 1701z-5(c)). Due no later than 6 months following close of any year in which a demonstration under this section has been carried out.

(5) Study and report on potential problems in condominum and cooperative housing (42 U.S.C. 3532 note). Report due no later than 1 year after enactment of the Housing and Community Development Act of 1974.

(6) Study and report on direct financing in section 236 of the National Housing Act and section 802 of the Housing and Community Development Act of 1974 (12 U.S.C. 1715z-1 note). Report due no later than 1 year after enactment of the Housing and Community Development Act of 1974.
